- Combined Synopsis/Solicitation with applicable provisions and clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. The solicitation number is EA-133W-15-RQ-0090 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. This solicitation is not a small business set-aside. The associated NAICS Code is 334519 and the Small Business Size Standard is 500 employees. A Firm Fixed Price Purchase Order is anticipated. CONTRACT LINE ITEM NUMBER (CLIN) CLIN 0001: 45 each- iMET 3150 Portable Upper Air Sounding System or equal. The salient characteristics which must be met in order for the Government to determine a product to be equal are as follows: (i)System must make high quality Boundary Layer Pressure, temperature and humidity soundings; (ii)System must use GPS in ascertaining wind speed and wind direction; (iii)System must operate at 403 MHz frequency; and (iv)System must be lightweight, highly portable and fit in a small space when transported as it will be hand-carried and used by incident meteorologists working in wild land fire situations and HAZMAT incidents. The size of the receiver, including the case, shall not exceed 0.5 cu Foot and shall not exceed 7lbs in weight. (v)The system software shall be compatible with agency supplied laptops using Windows operating system. CLIN 0002: 45 each- Manual Field Inflation Kit for Balloons including regulator, valve, hose, weight for inflating 200 mg balloons, nozzle and clamp. Rated for helium use only, compatible with CLIN 0006. CLIN 0003: 270 each- 200 mg Meteorological Balloon, latex, neutral color, compatible with CLIN 0006. CLIN 0004: 270 each- Parachute for use with Upper-Air Radiosondes, compatible with CLIN 0006. CLIN 0005: 270 each- De-reeler, radiosonde, pre-wound with 30m string, compatible with CLIN 0006. CLIN 0006: 270 each- 403MHz GPS Radiosonde, including solid state pressure sensor, narrow band transmission, compatible with CLIN 0001. CLIN 0007: Ground Shipping and Handling Charges. All deliveries shall be made F.O.B. Destination by 3/31/2015 to the attention of Larry Van Bussum at the National Weather Service, 3833 S. Development Ave Building 3807, Boise, Idaho 83705. Government acceptance shall take place at destination. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
