Written response is required. Anticipated Award Date: On or before 23 Feb 15. Duration of Contract Period: On or before 30 Nov 15 Electronic procedures are approved for this acquisition. The purpose of this effort is to purchase spare cable assemblies to support the F100-229 engine. Service/Spare/Repair/OH: Spare. AMC: 3/B Application: F100-229 Engine. Destination: DIS002, Mark for DISA00 (FMS). Qualification Requirements: None. Export Control: No. LINE ITEM INFORMATION: Item: New manufactured cable assemblies. NSN: 6150014904096NZ Part Number: 4086982 Description: Cross sectional shape style-6, Round Copper Core Conductor, Provides EGT Readings from Exhaust Gas Path to Aircraft Indicators Quantity: 8 each Mandatory Language: One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Unison Industries, LLC, CAGE 59501, Jacksonville FL, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government can accept surplus items so long as it meets the following criteria: ACCEPTABLE NEW AND UNUSED SURPLUS MATERIAL New and unused material is acceptable provided it has never been installed or used. It shows no signs of rust, corrosion, or other deterioration due to age or improper packaging/preservation. It has not been reconditioned and shows no evidence of disassembly or reassembly. PRIOR GOVERNMENT OWNERSHIP OF ITEMS Items that were previously owned by the Government must be evidenced by the item marking contained on the original shipping containers or nameplate. PART NUMBER VERIFICATION Items must be of the correct part number, 4086982 and must have been manufactured by CAGE 77445, United Technologies Corporation or 59501, Unison Industries LLC. TEST AND VERIFICATION Items shall be subjected to test and verification by subjecting items to all physical, verifiable dimensional and performance requirements of 8E1-6-1-113. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
