- Description
- THIS IS A SOURCES SOUGHT SYNOPSIS – FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HubZone Certified, 8(a) Certified, Service Disabled Veteran-Owned and Women-Owned, etc) with General Construction Contracting experience for the North, East, and South Plaza Replacement at the Frank Hagel Federal Building located at 1221 Nevin Avenue in Richmond, California. The intent of this project is to replace the waterproofing barrier above the basement in the North, East, and South sides of the building. The waterproofing barrier above the basement at the Frank Hagel Federal Building has reached the end of its life cycle, and the basement suffers from water intrusion at the areas where the roof of the basement extends outside of the building’s footprint above and is exposed to the elements. In addition, the hardscaped areas contained between the East Plaza above the basement and the public sidewalk along 14th Street and the hardscaped area contained between the South Plaza above the basement and the public sidewalk along Nevin Avenues shall also be renovated in order to maintain an aesthetic consistency with these Plazas. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. GSA is in the process of determining the availability, adequacy, and capabilities of potential business sources prior to issuing a Request for Proposals (RFP) for a General Construction Contractor to renovate the North, East, and South Plazas and adjacent landscaped and hardscaped areas at the Frank Hagel Federal Building in order to replace the waterproofing in these areas. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this effort must be able to demonstrate experience as a General Contractor on three (3) similar projects as defined below : SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size projects must exceed $5,500,000 in construction costs and be completed in the last seven (7) years. To be considered similar in type project(s) must include the renovation of commercial building exterior space. To be considered similar in complexity projects should include, but are not limited to waterproofing, landscaping, or replacement of hardscaped surfaces. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction.
