Description

This is a combined synopsis/solicitation for the commercial services identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and offers are being requested. This solicitation, VA263-14-Q-0213 is issued as a full and open Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-78. This procurement shall be solicited under Simplified Acquisition Procedures (SAP). The North American Industry Classification System Code (NAICS) code is 811310. The Department of Veterans Affairs, VA Health Care System, Sioux Falls, South Dakota, has an emergency requirement to provide boiler safety device repairs/service for the Department of Veteran Affairs (VA) Sioux Falls SFVAHCS located in Sioux Falls, South Dakota. The service provided shall be performed in such a manner as to assure the safety and welfare of patients, visitors and staff. The SFVAHCS is located at 2501 W 22nd St., Sioux Falls, South Dakota, 57105.. Due to emergency nature of these requirements need to be completed as soon as possible so response time will be evaluated as major consideration of award. This work primarily involves addressing and resolving all of the deficient items identified in the SFVAHCS BOILER PLANT SAFETY TESTING EVALUATION performed by (BEI) report dated November 21, 2014 (ATTACHMENT 1). The contractor shall test the remaining two (2) boilers per the VHA Boiler Plant Safety Device Testing Manual Third Edition (ATTACHMENT 2). The contractor shall take the necessary steps to correct all deficiencies identified on all three (3) boilers. All work shall be completed per ATTACHMENT 2 and VHA Specifications & Standard Details. All repairs and testing shall be coordinated with the COR and Boiler Plant Operators. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical abilities, 3 references, descriptive material, and other information corresponding to each minimum requirement listed within and which demonstrates the Offeror's capabilities. Information concerning clauses and provision incorporated by reference may be obtained at http://farsite.hill.af.mil. The solicitation incorporates the following FAR Clauses, provisions and addendums: 52.204-9, 52.209-5DEV, 52.225-25, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5: (b) 4, 8, 12, 25, 28, 30, 31, 32, 33, 34, 42, 46, 52; (c) 1, 4; 52.232-40, 52.252-2 and VAAR 852.203-70, 211-72, 215-70, 215-71, 232-40, 232-72, and 237-70 with all additional requirements listed in attached RFQ documents. Quotation is due by 4:00 pm CT on Tuesday, December 16, 2014, with estimated award date of December 17, 2014.
