Description
Word Copy. Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source contract to Ternion Corporation located in Alabama, for product licenses to support fielding of software version AN/TSQ-273(V)3 at Marine Corps Communications & Electronics School; software upgrades and corrections to currently fielded FLAMES® software with support to maintain the associated Information Assurance (IA) posture, User Manuals, Training Documentation, and integrated test support for the CAC2S baseline fielded to the Marine Corps. Specific software and support activities will include: Software application with the required installation package; Updated Information Assurance (IA) posture of the FLAMES® software as delivered to the Government for inclusion into the overall CAC2S software baseline; Analysis of FLAMES software issues reported from the operating forces and assigned to the developer by the Configuration Control Board (CCB) for inclusion into the CAC2S software release schedule; maintain licensing; delivery of technical documentation required to train the USMC Operators and Maintainers; and Training to the instructors at the Marine Corps Communications and Electronics Schools (MCCES) and continued integration support to the CAC2S Software Support Activity to include FLAMES® as part of the fielded software images. Ternion Corporation develops the FLexible Analysis, Modeling, and Exercise System (FLAMES®), a family of commercial off-the-shelf software products that provide a framework for constructive simulations and interfaces between constructive, virtual, and live simulations. FLAMES-based simulations are used worldwide to support analysis, training, proof-of-concept development, and system demonstration. FLAMES® is the foundation for the CAC2S simulation and training capability, thus, there is not a Request for Proposal available for competitive bidding for this action; however, interested parties are encouraged to submit a statement of capability for satisfying the requirement. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer listed below. Proprietary information shall be clearly identified as such and will be protected. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
