Description
PROPOSERS' DAY CONFERENCE DARPA will host a Proposers' Day Workshop in support of a planned DARPA- BAA-15-08, Resilient Synchronized Planning and Assessment for the Contested Environment ( RSPACE) program on January 5, 2015 at the DARPA Conference Center, 675 North Randolph Street, Arlington, VA from 1300 to 1630. Check-in begins at 1200. The purpose of this conference is to provide information on the RSPACE program; promote additional discussion on this topic; and address questions from potential proposers. PROGRAM OBJECTIVE AND DESCRIPTION: The objective of the RSPACE program is to create a revolutionary distributed planning capability to provide resilient command and control (C2) and manage complex military operations even when communications are limited and unreliable. RSPACE will develop human-centered software decision aids that, based on commander's intent, will assist operators throughout the C2 enterprise control daily operations in a complex battlespace - composing mission packages (coordinating across the network as needed), responding to emerging opportunities, and assessing progress towards achieving commander's intent. While it is expected that the technology developed under this BAA will be broadly applicable to other military domains, in order to ground the concepts, the focus will be on air operations. Distributed C2 provides a leap-ahead in resiliency - supporting control throughout the architecture that adapts to the changing state of the network. The RSPACE program will develop tools that enable coordination in the face of disrupted communications and high levels of uncertainty. Further, RSPACE will provide automation support to help operators at heterogeneous C2 nodes (e.g., a wing, a carrier battle group, or a control and reporting center) manage the complexity of C2 in an uncertain battlespace. RSPACE will develop tools that optimize the role of the humans and machines - humans provide deep insight and creativity, while machines are good at tracking details and quickly comparing / measuring options Finally, as we rely more heavily on tactics employing multi-role platforms, complexity increases with the need to simultaneously manage coordinated strike, ISR, and spectrum. While RSPACE will build upon a well-established base of automated planning and scheduling technology, current capabilities are insufficient to meet the needs of the program vision. This will require research that extends the state-of-the-art in three key areas: 1) Scalable Automated Planning; 2) Distributed Coordination; and 3) Human-Centered Automation. REGISTRATION INFORMATION: Participants must register no later than close of business on December 29, 2014, by sending an email to DARPA-BAA-15-08@DARPA.MIL with "Proposers' Day Registration" in the subject line. The email should include the attendee's first and last name (as shown on their government issued ID card), organization, country of citizenship, email address, and telephone number. A reply email confirming the registration will be sent. There is no registration fee for attending this conference. Due to space limitations of the conference facility, attendance will be limited to the first 150 registrants and no more than 3 representatives per organization. The Proposers' Day will be unclassified and open to the general public. All attendees will be required to present government issued photo identification upon entry to the event. Non-US citizens are also required to submit a DARPA Form 60 "Foreign National Visit Request". The completed DARPA Form 60 must be scanned and emailed to DARPA-BAA-15-08@DARPA.MIL with "Proposers' Day Registration" in the subject line, no later than December 29, 2014. DARPA Form 60 is available for download at www.darpa.mil/About/contact/Visitor_Guidelines.aspx. The Proposers' Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potential related Broad Agency Announcements or potential research solicitations on this topic. DARPA will not provide reimbursement for any costs incurred to participate in this Proposers' Day.
