- Please read the entire solicitation, including the Instructions to Offerors section. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for Marketing, Advertising, and Fulfillment Services for the Employer Support of the Guard and Reserve (ESGR), Yellow Ribbon Reinstatement Program (YRRP), and Employer Initiative Program (EIP). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-15-R-0009 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-48, effective 31 Jan 2011, and DPN 20110202. DHRA will advertise this requirement as a total small business set aside (i.e. DHRA will have no preference based on the type of small business). The NAICS code is 541890 and the small business size standard is $15.0 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance shall be 12 months from date of award with two 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM EDT (Eastern Daylight Time), January 8, 2015. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Graham Fisher, at: Graham.W.Fisher.civ@mail.mil by 11:00 AM EDT on December 19, 2014.
