Description

The Department of Veterans Affairs, Colmery-O'Neil VA Medical Center, 2200 Gage Blvd, Topeka, Kansas. Contractor is to remove Digital Signal Control (DSC) to maximize the performance of equipment by ensuring that such equipment performs regularly and efficiently in accordance with each manufacturers' prescribed specifications and standards, and to maintain operational safety and reliability. Requests the following services: A) The existing Digital Signal Control [DSC] controller and controls on Air Handling Unit (AHU) 1-AC-3 located in building #1 2nd floor shall be removed. The contractor will install new electronic pneumatics (EP's) to the existing chiller water valve, hot water valve, face and bypass actuator. The outside air dampers are broken and need repaired and installed with a new spring return electronic actuator, replacing the existing pneumatic actuator. The Air Handling Unit (AHU) will need to be kept in operation during these repairs. The new controllers will be Bac-Net, and must be controls manufactured by Johnson Control, so they interface with existing Metasys System. The new network will need to be extended down to the mechanical room and must hook to the existing Metasys System so that they can be viewed and controlled from the front end. The existing inlet vanes and the across the line starter will be removed, and the disconnect will remain. A new frequency drive must be installed to control the fan speed. The new drive must be an ABB brand frequency drive. The new ABB frequency drive will be hooked to the existing Metasys System, so it too can be viewed and controlled from the front end. B) The existing Digital Signal Control (DSC) controller and controls that serves the Chiller, Cooling Tower Fan, and Pumps located in the service room of building #3 shall be removed. The new controllers will be Bac-Net, and must be controls manufactured by Johnson Controls, so they interface with existing Metasys System. The installer must be certified in the installation and programming of the new controls and existing Metasys system. C) The existing controls on the Air Handling Unit (AHU) located in building #3 that serves the lobby area shall be removed. The existing controls will be retrofit with Metasys Extended Arch Bac-Net controls that will interface with existing Johnson Controls Metasys Extended Arch control system. The existing pneumatic controls and damper actuators will be replaced with Johnson Controls certified equipment that will interface with Johnson Controls Metasys system. The pneumatic actuator for the preheat valve will be left in place and controlled by the new controls. Will need a new sensor mounted in the lobby area to feed back to new controllers for space temp control. Sensor must interface with existing Metasys system. The new controls will be networked into the existing Bac-Net network already located in Bldg. #3. Controllers to be installed must be manufactured by Johnson Controls so they can interface with the existing Johnson Control System. The NAICS code is 238220 and the small business size standard is $15 Million. This solicitation is set-aside for Small Businesses. The government contemplates a firm fixed price contract from this procurement. This requirement shall be completed in accordance with the Statement of Work. Contract period will begin December 19, 2014 or date of award.
