- The Government intends to issue a Request for Proposals (RFP) for the delivery of Gaseous Helium, Type I, Grade A, 99.995%, MIL-PRF-27407D, dated 01 August 2014, NSN: 9135-00-890-2011, from Non-BLM sources, and from-BLM sources. The "Non-BLM" CLINs are being issued as an unrestricted competitive procurement, and the "BLM" CLINs, are being issued on an other than full and open competitive procurement under the authority of FAR 6.302-5, Authorized or Required by Statute. The Gaseous Helium is to be delivered on a f.o.b. origin basis into Government and Customer furnished High Pressure Cylinder Assemblies (HPCAs). The estimated quantities for the BLM requirement are 300 MCs for the 1 st year and 200 MCs for the 2 nd year. The estimated quantities for the Non-BLM requirement are 133 MCs for the 1 st year and 242 MCs for the 2 nd year. The RFP will also contain line items for associated services such as Purging of the HPCAs, and for repairs of HPCAs to be negotiated (TBN) during the period of performance of the contract(s). The RFP will be issued with an Economic Price Adjustment clause (EPA). A two-year requirements contract(s) with a period of performance from 1 April 2015 thru 31 March 2017 is anticipated. Additionally, it is possible that Multiple Fixed Price Requirements Type (with EPA) contract(s) may be awarded. This RFP is being issued using Federal Acquisition Regulation (FAR) Part 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS procedures. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. Subject solicitation (RFP) will be issued on or about 16 Dec 2014 and posted to the FedBizOpps web page at (http://www.fedbizopps.gov/). Only written or emailed request for solicitation received directly from the requestor are acceptable.
