- The United States Army Corps of Engineers (USACE) is officially conducting market research that will be used to develop the Acquisition Plan for Operations and Maintenance for the Dredge Material Containment Area. This Contract shall be used to perform minor construction, and repairs for operation and maintenance activities on Dredged Material Containment Areas (DMCA), two offshore bird islands, dissolved oxygen systems, and Savannah Wildlife Refuge. All work is located in Jasper County, South Carolina; Chatham County, Effingham County and Glynn County, Georgia; and the two offshore bird islands are near Savannah (Tomkins Island) and the other near Brunswick, Georgia. The DMCAs consist of a dike system with approximately 42 miles of dikes at Savannah Harbor and 5 miles of dikes at Andrews Island, with additional frontage roads. These areas cover approximately 6,900 acres. Acreage consists of variable widths and slopes on the Dikes and interior acreage which is considered wet marsh. In order to fulfill the requirement of this Contract, specialized equipment shall be used. Operation and maintenance, minor construction and repairs of the work areas shall include mowing, clearing, grubbing, grading, ditching the interior of the disposal areas, digging sumps, application of herbicides, grassing, repairs to the dikes, maintenance of unimproved roads and access roads, repair or replacement of weirs and/or catwalks, repair of pipeline ramps or routes, boat ramps, entrance gate repair, outfall sites, work on access roads, embankment work, restoration and mitigation work, culverts, erosion control, silt fence installation, Fontaine drainage control structures, disposal area entrance gates, fencing, riprap installation and maintenance, minor dike raisings, and all miscellaneous maintenance on the grounds and surrounding areas of the Dissolved Oxygen Systems. General maintenance of dredged material disposal areas and surrounding areas is between the outside toe of the dike to the mean lower low water mark (MLLW) on the Dikes and bird islands. Participation in the Request for Information (RFI) process is important in that it makes USACE decision-makers aware of the capabilities that exist in the market. Your response is a key factor in the development of the acquisition strategy. Responses will be collected via the online questionnaire only. Data collected will become the property of the USACE, and will be used to provide a snapshot of how businesses who participated are capable of providing the required services. USACE does not claim or suggest participation in this questionnaire will result in consideration or award of a federal contract.
