- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.102(f)(1), as supplemented with additional information in this notice. Solicitation SSA-RFQ-15-0132 is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. This requirement is set-aside for small business and is being solicited under full and open competition using Simplified Acquisition Procedures per FAR Part 13. A fixed-price contract with economic price adjustment is anticipated. The associated North American Industrial Classification System (NAICS) code for this procurement is 424720, with a small business size standard of 100 employees. The Social Security Administration (SSA), Office of Acquisition and Grants (OAG), is seeking to purchase 20,000 gallons of ultra-low sulfur clear diesel fuel for generations located at the National Support Center (NSC) in Frederick, MD. Vehicles shall be insured and licensed to transport fuel in Maryland and conform to all Department of Transportation (DOT) rules for mobile refueling vehicles while driving and operating on the NSC location. Pricing shall reflect the total cost for 20,000 gallons of diesel fuel to include delivery and other items necessary for successful performance of the contract. Fuel cost shall be broken out from other costs. Fuel shall be priced as if delivery will made on December 10, 2014. A pricing adjustment may be made for the market price on the date of delivery. Delivery shall occur on December 12, 2014 in coordination with the technical point of contact assigned to this requirement. The technical point of contact will be identified upon award. F.O.B. destination is required for the place of performance specified herein. Note: Each of the two tanks involved in delivery holds 50,000 gallons of fuel, for a total of 100,000 gallons, if completely empty. Both tanks are underground and require no pump, special fittings, or special hose lengths. A tractor trailer can access the area where the tanks are located (e.g. enter and leave). An escort is required at the gate and will be provided upon delivery.
