Description

The Naval Air Systems Command (NAVAIR) intends to solicit and negotiate a Firm Fixed-Price, sole-source Delivery Order under Defense Logistics Agency (DLA) Basic Ordering Agreement (BOA) SPE4A1-14-G-0009 to General Electric Aircraft Engines (GEAE) to provide G4 reliability improvement retrofit kits in support of Engineering Change Proposal (ECP) 6421 Generator Convertor Unit (GCU). The supplies and/or services to support the GCU reliability improvement retrofit efforts may include, manufacturing and/or installation of parts or kits in support of GCU engineering change proposals, product improvements, studies and/or engineering investigations, training in support of GCU upgrades and repair processes, non-recurring engineering and validation/verification of prototypes, and updates to technical publication, manuals, and associated technical, financial, and administrative data, with planned deliveries occurring May 2016 through December 2016. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.'
