Description
USTDA has received inquiries as to whether the RFP is open to consulting firms. In response, per RFP section 2.11, only U.S. firms are eligible to participate in the tenders. As stated in RFP section 2.19, Offerors shall submit evidence that they have relevant past experience and have previously delivered advisory, feasibility study, technical assistance and/or other services similar to those required in the TOR, as applicable. USTDA has received inquiries pertaining to Section O: Export Licensing of Annex II (USTDA Mandatory Contract Clauses): 1)Some security technologies require export licenses, and some may not be permitted to be exported. Are potential Offerors to include such a determination in Tasks 3,4 & 5 ? 2)An early deliverable in the project is the "training workshop" which includes best practices for airport security vulnerability assessments. Will selection of these practices also be subject to the requirements of this section? In response, Section O of Annex II (USTDA Mandatory Contract Clauses) pertains only to the U.S. Contractor and all subcontractors related to the performance and delivery of the technical assistance. Section O does not apply to the potential solution that would be implemented after the technical assistance is completed. So, during the implementation of the project, if the potential solution includes technology that requires a license, then it is up to the ultimate provider of that technology to obtain the license. USTDA has received inquiries regarding the level of sophistication of the analysis for Task 8 in the Terms of Reference to be performed and whether it will be based only on statistics provided by CAAP or also involve additional research. The answer is the analysis for this task need be sophisticated enough to assist the Grantee in determining if current revenues collected from passenger facility charges are sufficient to fund the required and recommended improvements, or if fees will need to be raised to generate the necessary funds for security investments. It is anticipated that the benchmark analysis would require additional research. USTDA has received inquiries regarding whether the preliminary environmental impact analysis in Task 10 of the Terms of Reference will include a review of full life cycle issues or just deployment in the Philippines. In response, the preliminary environmental impact analysis would focus on the potential environmental impacts associated with the implementation of the recommended investments in the Philippines. USTDA has received inquiries regarding whether U.S. publicly traded firms are able to participate. The answer is yes, eligible and interested U.S. publicly or privately held firms, or other U.S.-incorporated entities such as a non-profit, may participate. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 4:00 PM local (Manila) time on January 7, 2015.
