Description
Current DS analog CCTV system configuration 1.0 Purpose This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7). The purpose of this RFI is to accomplish market research regarding technical security equipment and systems pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The government is requesting information regarding the availability and feasibility of attracting new equipment providers to support the requirements of the Department of State, Bureau of Diplomatic Security (DS), Office of Security Technology (ST), as described in this RFI. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. 2.0 Background The Bureau of Diplomatic Security (DS) is the law enforcement and security arm of the U.S. Department of State (DoS). DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. All Foreign Service posts (embassies, consulates-general, consulates, et al.) operate with technical and physical security programs designed and maintained by DS. In general terms, DS is responsible for direct, recurring support for physical and technical security programs at some 270 overseas Foreign Service posts. The Office of Security Technology (ST) has the key role in ensuring that overseas technical and physical security systems are installed, maintained, repaired, upgraded, and monitored. In support of these responsibilities, DS routinely uses a Closed Circuit Television (CCTV) system to monitor areas in and around DoS facilities. This monitoring is intended to detect, recognize, and/or identify threats to a facility. DS currently employs an analog CCTV system consisting of fixed and pan/tilt/zoom (PTZ) cameras, digital video recorders (DVRs), and an analog matrix switcher with an attached system controller. The analog matrix switcher and system controller allow users to interact with the CCTV system. Via the system controller's numeric keypad and three-dimensional joystick, users can perform various functions including system and camera configuration, PTZ control of cameras, and managing the display of live video from connected cameras on dedicated monitors. All connections between the cameras, the monitors, and the matrix switcher are accomplished via coaxial cable which can support video and command protocols simultaneously. DS is seeking a commercial, off-the-shelf (COTS) product(s) that provides the equivalent functionality as does the analog matrix switcher and system controller described in the above application and in Section 4.0 Requirements, below. Figure 1 (attached) depicts the current DS analog CCTV system configuration. The matrix switcher and system controllers to be replaced are shown in the dotted box. An analog matrix switcher solution is preferred, but DS will consider evaluation of other products that provide equivalent functionality. While potential vendors may suggest an item that is a modification of an existing product, the requirement of any future procurement will be a COTS product that is available for sale to the U.S. government or to a U.S. government contractor or sub-contractor in single-piece quantities. 3.0 Prerequisites At this time, there is no requirement for a facility security clearance or cleared staff under the National Industrial Security Program. However, if a respondent participates in the National Industrial Security Program and has facility and personnel clearances, that information should be provided in the response. The company must have a robust technical support group to support user, installation and repair documentation; technical and software updates/revisions; and training as may be needed by the U.S. government. 4.0 Requirements 4.1 General Requirements DS is searching for a product that meets the following general requirements: a.Can receive analog CCTV video streams via RG-59 coaxial cable and display these images on monitors that are connected to the system. The user should be able to switch or toggle between video streams as required. b.Allows for up-the-coax command and control of PTZ cameras and ideally, up-the-coax configuration of camera settings. The ability to natively communicate with Panasonic PTZ cameras via Panasonic's protocol is preferred. c.Allows for concurrent interaction with the system by multiple users via independent system controllers. The ability to use Panasonic's WV-CU650 or equivalent system controller is preferred. d.Allows for authentication via defined users and passcodes. Users can be configured with customizable permissions, enabling hierarchical user prioritization and limiting access to certain cameras and functionality. e.Can insert the date, time, camera number, camera title, and monitor number into the video stream displayed on a monitor. f.Operates on the full range of universal AC power (100-240VAC, 50-60Hz). g.The ability to support up to 512 camera inputs, 32 monitor outputs, and 16 system controllers is desired. 4.2 Environment The matrix switcher and system controller are installed at overseas and domestic locations as determined by DS. The matrix switcher is housed in a secure, environmentally-controlled area while system controllers may be distributed throughout the facility in various offices or guard booths up to 500 feet away from the matrix switcher. 5.0 Summary of Requirements Diplomatic Security seeks an analog CCTV matrix switcher and system controller or equivalent system which provides users with the ability to interact with analog CCTV cameras for command and control, configuration, and viewing of live video.   6.0 Instructions 6.1 Responses Responses must be limited to 10 letter-size pages or less, in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font.
