Description
The US Army Mission and Installation Contracting Command (MICC), Fort Knox, Kentucky intends to award an extension to its existing full food service contract to provide services for up to 5 months. The Army desires a competitive award. However, there are risks associated with this requirement, such as near immediate start of performance, short performance duration, staff turnover, very short phase-in, and inventory of existing government equipment/supplies. The contractor will be required to begin full performance 1 January 2015. The Army desires industry innovative ideas that will mitigate these risks. Without mitigating theses risks, the Army must award an interim contract to the current incumbent contractor, River City Management, an agent of the Kentucky State Licensing Agency. Any contractor awarded will be required to provide full food services in multiple dining facilities for approximately 2,300 Subsistence in Kind (SIK), authorized cash paying Soldiers, Reserve Officer Training Corp (ROTC) cadets, and others as authorized. During the months of May through August, ROTC training surge will generate an estimated 13,000 cadets and cadre to be provided services under the contract. This requirement is only an interim solution. The long term requirement to provide full food services at Fort Knox, Kentucky will be solicited in the near future and will provide for competitive proposals. For maximum consideration, responses to this notice are requested in writing no later than 12:00 noon, Easter Time, 12 December 2014. Send responses by e-mail to Robert Bennett at Robert.D.Bennett16.civ@mail.mil. If you believe this acquisition is unreasonably restrictive, you may contact the Headquarters MICC Advocate for Competition, Dean Carsello at dean.m.carsello.civ@mail.mil.
