- SOURCES SOUGHT NOTICE-MARKET RESEARCH PURPOSES This is a Sources Sought Notice only. It seeks to gather information from companies within the Singapore region that can provide fuel barges of various capacities to perform fuel bunkering and de-bunkering for U.S. Navy and USNS vessels requiring fuel in Singapore. No solicitation is being issued at this time. DLA Energy is seeking information on industry capabilities and potential sources for providing bunkering services in the Singapore region. The Government is neither negotiating nor calling for offers at this time. This Sources Sought is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this notice. The Defense Logistics Agency (DLA) Energy Overseas Bulk Fuel Products Division seeks potential sources to provide fuel barges to perform fuel bunkering and de-bunkering services for U.S. Navy vessels located in the Singapore Harbor area, both at anchor and berthed at the Changi Naval Base. Diesel Fuel Oil Distillate (F76) will be sourced for barge transport at DFSP Senoko (Port of Singapore Authority Sembaway Pier). The expected volume of F76 required for delivery is approximately 2,000,000 USG per year, with an average delivery volume of approximately 126,000 USG. The period of performance will be for approximately 3 years from date of award. The anticipated contract type is Firm Fixed Price. Interested firms should be able to provide all labor (including line handlers), materials, equipment, supervision and management to provide for bunkering and de-bunkering services to U.S. Government owned or chartered vessels. The Contractor must be licensed to carry NATO F76 (DFM) fuel and comply with all Singaporean safety and environmental laws and regulations. Tank cleanliness requirements found in MILSPEC 3004C must be met prior to commencement of barge fueling operations. All interested offers should register in the System for Award Management ( www.sam.gov ). DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award and registration in various sites must be accomplished in order to be considered for award. These systems cover receiving electronic orders, invoicing and payment/payment status. Interested firms should contact DLA Energy by December 22, 2014, 1:00 p.m. EDT.
