Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The Centers for Disease Control and Prevention (CDC) requires a contract to provide the Epidemiology branch in the Division of HIV/AIDS Prevention (DHAP) of the National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention with data collection, analysis and other project management activities associated with the HIV Outpatient Study (HOPS), a large ongoing epidemiologic study related to the diagnosis, care and treatment of persons infected with HIV disease in the United States. Since 1993, the HOPS has been a unique source of longitudinal epidemiologic data about the health of HIV-infected persons in the United States. HOPS collects medical records abstraction data from nine HIV clinic sites located in Denver CO, Washington DC, Tampa FL, Chicago IL, Philadelphia PA, and Suffolk County NY. The HOPS database currently contains over 10,000 patients and over 800 variables. Due to its size and scope, HOPS is nationally recognized for its longevity, and the breadth and depth of its clinical chart abstraction. The HOPS allows for the examination of trends in the epidemiology of chronic HIV disease in this aging population; the identification of association and interactions between HIV disease, antiretroviral therapy, and other comorbidities. HOPS data are also being used to monitor the progress in achieving the goals of the National HIV/AIDS Strategy. This requires continuous, consistent, quality data collection from the aforementioned study sites and subsets of patients for this ongoing longitudinal study. The anticipated period of performance is September 30, 2015 through September 29, 2020. In order for us to know if the capacity at your company or organization may be suitable for administering one or more aspects of this large scale project, please provide answers to the following questions: 1. What is your capability in public health or medical research projects addressing HIV/AIDS and sexually transmitted diseases in the United States? If applicable, please provide the following information for each specific project (contract number, client, duration, dollar value and description). 2. What is your capability and expertise in the collection and management of multi-site longitudinal data from physician-patient interactions including data on demographics, social-behavioral characteristics, symptoms, medical diagnoses, treatments and laboratory values? If applicable, please provide specific examples of previous projects that reflect your experience (project name, description, agency/organization, and duration). 3. What is your capability and expertise in the analysis of multi-site longitudinal data from physician-patient interactions including but not limited to demographics, social-behavioral characteristics, symptoms, medical diagnoses, treatments and laboratory values? If applicable, please provide citations for peer-reviewed research articles based on analyses you performed. Provide citations for any public health or medical conferences or meetings at which the analyses were part of a poster or oral presentation. 4. As described above, the HOPS is a longitudinal study of over twenty years in duration with over 10,000 patients and 800 variables. Previously collected chart abstracted data need to be seamlessly combined with newly collected data for the same patients for analyses. What is your capability in maintaining continuous collection of the data to ensure comparability and scientific validity? If applicable, please provide the following information for each specific project (contract number, client, duration, dollar value and description). 5. What is your capability and expertise in the creation, management and administration of telephone-based and web-based Audio Computer Assisted Surveys, including in populations of HIV-infected patients? If applicable, please provide specific examples of previous projects that reflect your experience (project name, description, agency/organization, and duration). 6. Do you have or can you recruit staff with sufficient experience and expertise in the collection and management of medical records related data from HIV-infected patients in the United States? Provide information regarding available staff. Please include the number of staff currently available, their professional experience and educational backgrounds. 7. Do you have or can you recruit staff with sufficient experience and expertise in the analysis of longitudinal medical records related data from HIV-infected patients in the United States? Provide information regarding available staff. Please include the number of staff currently available, their professional experience and educational backgrounds. 8. What is your capability and expertise in the planning, coordination and execution of large scale meetings, including but not limited to locating and securing lodging and transportation for meeting participants, coordinating meeting space and audio-visual and computer needs? If applicable, please provide specific examples that reflect your previous experience (client, number of meeting participants, meeting duration, dollar value and description). All responses must be provided electronically to the contract specialist, Patrick Winders, at vxx6@cdc.gov. Respondents should provide responses to the questions along with their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) Responses may not exceed ten pages, and must be received by the contract specialist no later than December 23, 2014 at 4:30 pm EST. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
