- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Maintenance and Repair of Heating, Ventilation and Air Conditioning (HVAC) Equipment and Direct Digital Controls (DDC) located at the New London Naval Submarine Base, Groton CT 06349-5026. The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering and other items necessary to provide the services as described in the Performance Work Statement of the Request For Proposal (RFP). The work will be accomplished under a combination Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period of twelve (12) month plus four twelve (12) month options. Only the base period of the contract will offer a minimum guarantee. The Government intends to award a contract resulting from this solicitation to the responsible offeror with the lowest priced technically acceptable proposal based on the following evaluation factors: 1) Price, 2)Technical Approach, 3) Corporate Experience 4) Past Performance and Safety. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal, will be most advantageous to the Government, price and other evaluation factors considered. The Procurement Method shall be contracting by negotiation. The proposed contract listed here is one hundred (100) percent small business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this procurement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, and the annual Small Business size standard is $15,000,000 in annual receipts. Prospective bidders must register for this project on the Navy Electronic Commerce On-Line NECO web-site at http://www.neco.navy.mil to receive notification of availability of solicitation documents and to download the solicitation and any subsequent amendments. Prospective contractors must register in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1 Database prior to award. Bidders are notified that failure to register may render their firm ineligible for award. Specifications and drawings will not be directly provided in a paper hard copy format or CD-ROM. The address for downloading this solicitation from the internet is https://www.neco.navy.mil. All prospective bidders are encouraged to register on the above web site for this procurement when specifications and drawings become available. Plan holders will be maintained on and can be printed from the web site. Notification of any changes to this solicitation (i.e. amendments) shall be made only on the web site. It is therefore the bidder ™s responsibility to check the web site daily for any posted changes to the solicitation. Offerors should submit verification of their firms registration in the SAM Database with their proposal. Online Representations and Certifications will be required on this contract per FAR Clause 52.204-8 Annual Representations and Certifications, available on web-site http://farsite.hill.af.mil/. Offerors can view and/or download the solicitation, any attachments, at https://www.neco.navy.mil/ when it becomes available. The Solicitation shall be available on or about 15 January 2015 for downloading. Proposals will be due on or about 17 February 2015. There is no Pre-Proposal Conference or Site Visit scheduled for this solicitation at this time. The Issue Date, Bid Opening Date, and Award date stated in this notice are approximate dates.
