Description
Architect-Engineer (A/E) Design Services The Charlie Norwood VAMC in Augusta, GA anticipates issuing a Firm Fixed Price Contract for Architect/Engineer Service for the Design project "Expand Joint, Skylights and Exterior Shell at the Charlie Norwood VAMC in Augusta, GA 30904. The Architect/Engineer (A/E) shall provide professional technical services for the complete design for Project No. 509-14-104, Expand Joint, Skylights and Exterior Shell. Required documents typically include schematics preliminary plans, working drawings, specifications, cost estimates, and construction documents (final drawings, specifications, and cost estimate). The selected A/E firm shall provide professional A/E services to include, but are not limited to, design services to include the preparation of designs, plans specifications, cost estimates, conduct fire safety reviews on design packages by a Certified Fire Protection Specialist or Certified Fire Protection Engineer, commissioning, construction period services, site visits and other related professional services as defined by FAR Part 36.6 that may be necessary. This will be a 100% set-aside for SDVOSB firms only. The firms will need to be CVE verified and visible in VIP (VAAR 8041102) when SF330's are submitted. Firms must be registered in SAM (System for Award Management) database, information on registration requirements can be obtained on the Internet at (http://sam.gov), and submit their complete Annual Representation s and Certifications (ORCA). Any firm not CVE verified upon submission of their SF330's will not be evaluated and not considered for award. Please submit a copy of you CVE verification letter with your SF330 package. Eligible firms, to include subcontractors, team members, and partners shall have a branch office located within a 200 mile radius of VA in Augusta, as determined by online MapQuest Directions (www.mapquest.com), please include a copy of your mapping results with your SF330 package. The North American Industry Classification System (NAICS) Code is 541310 Architectural Services. The small business size standard is $7.0M in annual gross revenue averaged over the past three years. Interested firms must submit four (4) copies and 1 CD of their SF330 no later than 4:00p.m. EST on December 29, 2014 to Tracy James, Contracting Officer, 501 Greene Street, Suite 2, Augusta, GA, 30901. Submission of information incorporated by reference is not allowed. Prospective firms shall address all selection criteria factors within their submitted SF330 packages. All submissions must be bound in some manner (no paperclips), Forms are available on the internet at http://www.gsa.gov/portal/forms/types/SF.. Scope of Work: DESCRIPTION OF PROJECT: The project will correct the remaining identified deficiencies in the UD Building 110 exterior shell to eliminate rain water infiltration and improve the safety of the existing skylights. It will also alleviate mold development, drywall damage, & ceiling tile damage to the affected areas in the building. This includes the repair of the existing expansion joints and also includes a much needed cleaning of the exterior shell (i.e., pressure wash or equivalent). This project will correct the nine (9) current FCA deficiencies graded either "D" or "F" in the Facility Condition Assessment identified for Building 110. These deficiencies include: 1.Repair retaining wall at Bldg. 110 Canteen 2.Refinish handrails at all Bldg. 110 loading docks 3.Clean Bldg. 110 exterior surfaces 4.Replace Bldg. 110 expansion joints 5.Replace tuck point of Bldg. 110 pre-cast panels 6.Install drip edge at all Bldg. 110 recessed window openings 7.Refinish Bldg. 110 Canteen handrails 8.Re-flash around Chapel skylights 9.Repair leaks at Canteen window sills The A/E selection criteria will be based on (In order of importance) (I)Professional qualifications necessary for satisfactory performance of required services. Submit personal resumes that best demonstrate the firm's professional qualifications, including specific licenses and registrations relevant to the solicitation requirements. Complete and submit a summary disclosure for each discipline, principal, project manager, and other support personnel. Provide the relationships between the firm and all partners and/or subcontractors/consultants to be associated with this requirement and identify each of the firms key positions/personnel and their role in this requirement. Provide the experience and record of the above submitted personnel working together as a team. (II)Specialized experience and technical competence in the type of work required; including experience pertains to the types, volume and complexity of work previously or currently being performed by a firm that is comparable to the types of work covered by this requirement. Specialized work means design projects similar in project scope, size, dollar value and complexity of that listed in the RFP. Projects submitted outside these parameters will be assigned lower ratings. (III)Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. Cost control effectiveness and estimating accuracy. (IV)Past performance on contract with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; be sure to include related past performance with the Department of Veteran's Affairs (include knowledge of VA design standards, technical manuals, and specifications). Past performance is a measure of the degree to which a firm satisfied its customers in the past and complied with applicable laws and regulations. Submit up to three (3) relevant projects design complete or substantially complete within the past five (5) years and best demonstrates your relevant experience to the solicitation requirements. Firm is at risk of receiving a lower rating if fewer than three (3) relevant projects are submitted. Complete and submit a project data summary sheet for each project. Each project data package may not be longer than two (2) pages in length. (V)Location in the general geographical area of Augusta, GA. (within 200 miles radius) and knowledge of the locality of the Charlie Norwood VAMC: Knowledge of the locality is defined as familiarity of applicable codes and regulations in place for the area. (VI)Implementation of the Design Quality Control Program. Describe the techniques planned to control the schedule and cost, personnel responsible for schedule and cost control. Identify the roles and responsibilities of the major personnel of the firm and depict the understanding and implementation of Quality Control procedures. (VII)Record of significant claims against the firm because of improper or incomplete architectural and engineering services, and Insurance litigation (Type and amount of liability insurance carried, litigation involvement over the last 5 years and its outcome). Provide a statement if item VII is not applicable to your firm. (VIII)Provide experience and Capabilities in the areas of CADD & other computer applications, Value Engineering & Life Cycle Cost Analysis. (IX)Awards: (Awards received for design excellence). Exceptions to the contractual terms and conditions of the public notice (e.g., standard company terms and conditions) may result in a determination to reject a proposal. Please submit your response in the order as the criteria that is stated above, failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award. Firms will be evaluated by the A/E Evaluation Board, scored and ranked according to score. The three (3) (more or less) most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting and all Joint Ventures must be CVE verified, submit agreements that comply with 13CFR 125.15 prior to contract award. The SF-330s are due no later than December 29, 2014 at 4:00 PM Eastern Standard Time. This is a request for SF330's Architect-Engineer Qualifications only. This is not a request for proposal; no solicitation package will be issued.
