Description
IDAHO NATIONAL LABORATORY HOT CELL SHIELDING UPGRADES Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory for the U.S. Dept. of Energy (DOE), is seeking Expressions of Interest from suitably qualified companies to support upgrades to the hot cell radiation shielding infrastructure at the Hot Fuels Examination Facility (HFEF). It is anticipated that successful delivery of these upgrades will enable BEA to more effectively operate and maintain the facility as required to support its DOE mission. The selected subcontractor will be responsible to develop and deliver the following: 1. Design, fabricate, and deliver approximately three new window tank units for the HFEF that meet the existing design and interface requirements for the HFEF. Existing tank units are described as follows: • Oil filled lead glass radiation shields for a nuclear facility. • Approximately 4 ft. deep containing glass up to 64 inches wide X 43 inches high and up to 11-3/4 inches thick. • Glass composition/density varies with cerium stabilization and densities up to 5.20 g/cm3. • Assembled tank units weight approximately 5 tons. • Tank units provide a gas tight boundary for an inert hot cell. Design shall include documented shielding analysis, seismic analysis, mechanical fabrication drawings, maintenance procedures, handling and installation procedures. Fabrication shall include certification of materials, conformance to the drawings, leak testing and shipping of the new units. 2. Provide approximately 15 barrier shields for the HFEF. The barrier shields shall be capable of remote installation, shall be capable of providing a gas tight seal for the hot cell, and shall have a 2 inch thick slab of stabilized glass. 3. Refurbish/modify approximately 12 - 18 existing tank units over a 4 - 5 year period. Refurbishment shall include disassembly of the existing unit, stripping existing coatings, modifications, re-coating the tank unit, reconditioning the glass surfaces, reassembly, leak-testing, and shipment of the refurbished units. Replacement glass may be required during refurbishment activities. 4. Provide on-site and off-site technical support for installation and maintenance. 5. Supply spare glass and gaskets for maintenance of windows. 6. Provide quality assurance in accordance with an implemented NQA-1 program. BEA will perform a QA program evaluation prior to contract award and compliance oversight after award. Only companies that meet all submittal requirements described below should respond to this Expression of Interest. Submittal Requirements: 1. Submittals from both small and large businesses will be evaluated. 2. Submittals must be brief (10 pages or less). 3. Submittal content must include, but is not limited to: • Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Request for Expression of Interest. • Description of experience and qualifications for successfully performing the scope of work described above. The number of similar units fabricated and refurbished and the number of years of field work shall be provided. • Description of on-site installation and removal capabilities shall be provided. • Description of recent design and fabrication efforts of similar scope and complexity regulated by an NQA-1 program (a minimum of 2 examples is required). • Description of company NQA-1 program and its implementing procedures. • Identification of the company's primary North American Industry Classification System (NAICS) Code, the associated business size (small or large), and any additional small business socio-economic classification(s). Submittals are due by 5:00 MST on Thursday, December 18, 2014. All questions submitted prior to the EOI due date and time will be compiled, with answers provided to all interested parties.
