Description
NextGen Sequencing Services Statement of Work This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC, announces its intention to procure services on a competitive basis for NextGen sequencing technologies combined with metabolomics and proteomics platforms to study the effects of chemically-induced toxicity in support of the high throughput screening and toxicity testing programs. A major premise of this project is that gene, protein, and metabolite expression changes underlie organ toxicity and development of chemically-induced pathology and tumors. Activation of critical genes and other regulatory pathways reflected in protein and metabolite expression enhance or repress pathways leading to toxicity or cancer susceptibility. Changes in gene, protein, and metabolite expression can be interpreted as molecular biomarkers which can precede or inform histopathology and other measures of toxicity. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Furthermore, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and the issuance of a Solicitation. PLACE OF PERFORMANCE Location % Office-Site Contractor Contiguous United States 100% PROGRAM BACKGROUND The National Toxicology Program (NTP) is an interagency program whose mission is to evaluate agents of public health concern by developing and applying tools of modern toxicology and molecular biology. The program maintains an objective, science-based approach in dealing with critical issues in toxicology and is committed to using the best science available to prioritize, design, conduct, and interpret its studies. To that end, NTP is continually evolving to remain at the cutting edge of scientific research and to develop and apply new technologies. This requirement is a follow-on procurement to contract HHSN273201100016C currently being performed by David H. Murdock Research Institute, Kannapolis, NC 28081. The existing contract is Firm-Fixed-Price. The current contract is due to expire 27 March 2015. REQUIRED CAPABILITIES The contractor shall provide support services for a) NextGen Sequencing that includes: DNA or RNA extraction and methylated DNA enrichment; sequence library construction; and NextGen DNA or RNA sequencing services and accompanying bioinformatics support; and transcript confirmation sequencing b) proteomics services including sample preparation, and protein analysis and informatics; and c) metabolomics including sample preparation, and metabolite analysis and informatics. The scope of sample analysis is anticipated to be wide-ranging and may involve cells, tissues, or biofluids (e.g. serum or urine). Further detail is provided in the draft Statement of Work (SOW) attached to this announcement (Attachment 1). ELIGIBILITY The applicable NAICS Code for this requirement is 541380 with a Small Business Size standard of $14.0 Million Dollars. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The Product Service Code for this effort is B504. SUBMISSION DETAILS (CAPABILITIES STATEMENT) The offeror will describe technology platforms to demonstrate experience, knowledge and expertise in NextGen genomic sequencing with accompanying procedures, instrumentation, key personnel, and facilities. In addition, molecular, proteomic, and metabolomic technology platforms proposed by the offeror are intended to complement and extend results from RNA or DNA sequencing efforts. Metabolomics will primarily be based on liquid chromatography-mass spectrometry (LC-MS) and gas chromatography-mass spectrometry (GC-MS) platforms. Proteomics will be mass spectrometry-based platforms for protein identification and quantitation. A draft Statement of Work (SOW) (Attachment 1) is attached for review. Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 10 pitch. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or a similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) What specific technical skills does your company possess which ensure capability to perform the tasks? 4.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. 5.) Provide a statement including current small/large business status and company profile to include number of employees, if a small business, office locations and a DUNs number. 6.) Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. 7.) Include in your response description of instrumentation used to conduct analysis. The estimated period of performance consists of a base year and two one-year options with performance commencing in March 2015. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be Firm-Fixed-Price. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Deitra Lunney, and the Contracting Officer, Kym Parker, in either Microsoft Word or Portable Document Format (PDF), via email at Lunney@niehs.nih.gov and kym.parker@nih.gov respectively. The deadline for capability statement submission is 2 pm, EST, 16 December 2014. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted, via email, no later than 10 December 2014. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to these Sources Sought. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality.
