Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research information to identify potential sources that are interested in, and capable of, performing the work described in this RFI. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Funding is not available at this time. This request for information does not commit the Government to contract for any supply or service. The Department of Human Resources Activity (DHRA) is not seeking proposals and will not accept unsolicited proposals. DESCRIPTION: This is a follow-on requirement. DHRA is reviewing the market place for sources that are capable of providing national credentialing, accountability and oversight for Department of Defense (DoD) Sexual Assault Advocate Certification Program (D-SAACP). The provider shall be capable of: 1. Facilitate training and credential approvals, and provide DoD Sexual Assault Response Coordinators and Victim Advocates who complete the pre-approved National Advocate Credentialing Program (NACP) initial training requirements and continuing education requirements with the Defense Sexual Assault Advocate Certification Program (D-SAACP) credential as determined by NACP Review Committee. 2. Execute the application process, to include, receiving, reviewing, vetting, adjudicating discrepancies, tracking, processing approvals, renewals, revocations, reinstatements, and issuing credentials consistent with DoD privacy and record storage requirements to DoD applicants assisting sexual assault victims. 3. Maintain a mechanism to track DoD Sexual Assault Advocate Certification Program (D-SAACP) application packages throughout the application lifecycle, and from which the contractor can provide information for reports to SAPRO. 4. Possess recognition as a national leader with subject matter expertise in sexual assault response competencies and training, and with NACP in order to ensure national standards are met throughout the application process described in No. 2 above. 5. Design pre- and post training assessments that follow psychometric theory and best practices, to verify applicants' ability to demonstrate program core competencies. 6. Possess ability to post a link on their website to SAPR.mil, which will allow applicants to get further information about the military's sexual assault prevention and response programs. BACKGROUND: The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2012 required the DoD to establish a training and certification program for SARCs and SAPR VAs. Additionally, in December of 2009, the Under Secretary of Defense (USD) for Personnel and Readiness (P&R) directed SAPRO to proceed with implementing oversight recommendations, to include Recommendation 6a from the Defense Task Force on Sexual Assault in the Military Services (DTF-SAMS) Report, which called on the Department to establish a certification program for VAs. To meet this requirement, and to standardize response to sexual assault victims and professionalize victim advocacy roles, the Department has established the D-SAACP. This program consists of three prongs: (1) a competency framework, (2) a national credential, and (3) assisting with the evaluation and oversight of training of DoD personnel who provide advocacy services to sexual assault victims in the military. JUSTIFICATION AND APPROVAL (J&A) HISTORY: Requirements identified in the description paragraph of this RFI were previously advertised through posting on the Federal Business Opportunity (FedBizOpps). The previous J&A was approved and under the authority of Title 10 United States Code (U.S.C.) 2304(c)(1), FAR 6.302-1 - "Only One Responsible Source." The approval/authorization dates and respective contract award numbers: the J&A approved February 1, 2012 and Contract H98210-12-C-0007 was awarded February 23, 2012. SECURITY REQUIREMENTS: Services shall be performed in compliance with all DoD and Federal Information Assurance and Privacy rules and regulations, as required (i.e. DoDD 5400.11, Department of Defense Privacy Program and DoD 5400.11-R, Department of Defense Privacy Program). SUBMISSION INFORMATION: All potential sources are invited to submit a written capability statement that includes information that demonstrates the vendor's ability to provide the services/supplies described in this RFI. Responses shall also include a cover sheet that identifies the following information: 1. Company Name & Address 2. Point of Contact Name/Telephone/Email 3. North American Industry Classification System (NAICS) code. Identify the NAICS code under which your company would provide the supplies/services described in this RFI 4. Business Size/Status. From the list below, identify all of the business sizes applicable to your company under the NAICS code identified at item three above. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. All information received in response to this RFI that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and RFI submissions will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if issued. The information provided in this RFI is subject to change and is not binding on the Government. RESPONSE DUE DATE: Responses are due by date/time December 18, 2014 / 1:00 PM Eastern..
