Description
SYNOPSIS This is a SOURCES SOUGHT announcement only. The Department of Veterans Affairs is conducting a MARKET SURVEY to obtain information from qualified businesses, with special interest in seeking: Service Disabled Veteran Owned Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Business Concerns. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any incurred in developing information provided to the Government. DESCRIPTION OF THE REQUIREMEMT The Atlanta VA Medical Center (AVAMC) located at 1670 Clairmont Road, Decatur Georgia anticipates a requirement for Mental Health Support Services. Contractor will provide General Outpatient Mental Health Services, Psychosocial Rehabilitative Activities, Substance Abuse Intensive Outpatient Treatment, Residential Substance Abuse Treatment, and Crisis Stabilization for Atlanta VAMC referred patients. Each Veteran must be referred by the VAMC and authorized for specified services. The government's intent is to use the contractor to supplement available resources at the VAMC to increase access and provide services in a timely manner for veterans in need of outpatient mental health services. Given that there may be increase or decrease in demand for Mental Health care by Veterans due multiple factors, there may also be changes in the amount of services requested through this contract. The AVAMC will request services for up to 2,850 veterans for general outpatient mental health, psychosocial rehabilitation, Intensive Outpatient treatment for substance abuse and Residential Services for Substance Abuse per year. A minimum of up to 12 veterans will be referred for Crisis Stabilization services per year. Through contract services it is expected that the veterans and their caregivers will develop better communication, increase socialization, abstain from substance use, improve cognitive skills, decrease hospital stays, and number of outpatient visits; and that they will seek out community resources and live a longer, healthier life with less intervention. Facility must be in compliance at all times with state and federal governmental regulatory requirements such as Joint Commission, CARF, etc. Facility personnel will provide services on site, and not elsewhere or through tele-mental health services. The intended contract is anticipated as one base year with 4 option years. The NAICS code is 621420. Responses should be received no later than 4:00 PM EST. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER December 12, 2014. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
