- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity proposes to award to Taconic Biosciences, Inc., One Hudson City Centre, Hudson, NY 12534 on a sole source basis for a quantity of 111 live animals, and all males between 6 - 9 weeks. The quantity of 37 each will be FVB/N-Tg (Gfap-luc) 10501-M, 37 each BALB/c-Tg (Rela-luc) 10499-M, and 37 each FVB/Ntac-Tg (Actb-luc) 10498-M. There will be 6 cages for transit and freight will also be charged of the shipping of the animals. This requirement is being requested for a firm-fixed price contract for the generation and delivery of three strains of light-producing transgenic mice and their respective wild-type backgrounds. U.S. Army Medical Research Institute of Chemical Defense, Aberdeen Proving Ground, MD. Has a requirement for performing real-time, in vivo imaging of animal exposed to toxic chemicals to better understand the biochemical processes underlying chemical toxicity. These studies are to be conducted using the IVIS SpectrumCT instrument. This instrument measures bioluminescence from multiple mice in real time. This powerful noninvasive technique requires that studies be conducted in transgenic animal expressing luciferase which produces the light measured by the instrument. Three genotypes are required: -actin-luc mice on the FVB/N background, NF- B-RE-luc mice on the BALB/c background, and GFAP-luc mice on the FVB/N background. These animals coupled with our instrumentation will allow for the characterization of inflammation and CNS injury resulting from acute exposure to chemical warfare agents. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least ten (10) days after the publication of this response, the purchase will be awarded without further notice.
