- The Naval Sea Systems Command (NAVSEA) intends to award a five-year Level-of-Effort (LOE) Contract to L-3 KEO, 50 Prince Street, Northampton, MA 01060-2370 for waterfront engineering services, emergent services and engineering support services for the MK 46 Optical Sight System (OSS) and MK 20 Electro-Optical Sensor System (EOSS) in support of the DDG 51 Class Ships, CG 47 Class Ships and United States Coast Guard (USCG) Cutters. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, and pursuant to 10 U.S.C. 2304(c)(1). Parties interested in subcontracting activities should contact L-3 KEO directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency (Navy) if received within fifteen (15) days after publication of this synopsis. Any submissions will not be reimbursed by the Government - the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
