Description
This synopsis provides the Government's intent to award a sole source modification to increase the ceiling of the CPFF labor CLIN 4002 under task order GST0010AJ0044. This task order was originally competed (under the COMMITS NG GWAC) and awarded to Catapult Technology Ltd, 11 Canal Center Plaza, Floor 2, Alexandria, VA 22314 on March 23, 2010. The task order is scheduled to end on March 23, 2015 and has a current ceiling value of $66,752,000. As stated in a previous sole source synopsis posted on FedBizOps on October 6, 2014, the Government also intends to extend the period of performance of the task order for a period of 6 months under a separate modification. The current proposed modification will increase CPFF labor CLIN 4002, for Tasks 3 - 5. These tasks are: System Development and Maintenance Support, IT and Communications Response Readiness and Field Operations Support, and IT/Communications Equipment Management. The proposed modification will also decrease CLIN 4003, Tools, Not to Exceed, by approximately $100,000. The total value of the Task Order will remain unchanged. This sole source action is necessary to allow for uninterrupted OFDA support to handle current international disasters, such as for the Ebola crisis, that could not have been anticipated by the Government and Catapult at time of original award. This task order supports the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian Assistance's (DCHA) Office of Foreign Disaster and Assistance (OFDA), and requires end-to-end Information and Communications Technology (ICT) support. The task order requires the Contractor to plan, staff, and implement all of OFDA's Information and Communication Technology (ICT) support requirements, both for OFDA's operations at headquarters and in the field, to respond to natural or man-made disasters around the world. The proposed modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Catapult is the only contractor who can ensure continuity of services to ensure Government response to current and unknown disasters at this time. This sole source action is necessary to allow for uninterrupted OFDA support to handle current international disasters while the competitive follow-on acquisition under the GSA Alliant GWAC is being solicited and awarded. The competitive follow-on Alliant GWAC task order is anticipated to be awarded by February 2015, with a 90 day transition time frame. At this time, OFDA requires a contractor who will be able to provide immediate support, without experiencing reduced quality of performance during a learning curve period. Interested persons may identify their interest and capability to respond to this sole source modification requirement. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed modification action based upon responses to this notice is solely within the discretion of the Government. Any questions/responses regarding this sole source action shall be directed to the GSA FEDSIM Contracting Officer, Victor Angkico, via email, at victor.angkico@gsa.gov, and the FEDSIM Contract Specialist, Millicent Hawkins, at millicent.hawkins@gsa.gov, no later than 17 December 2014. The final Justification & Approval supporting this sole source action will publically be made available as required after contract modification award.
