- 1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. In the case of offers from a joint venture, at least one of the joint venturers must possess and provide verification of such construction license prior to award. STATUS OF FORCES AGREEMENT: The U.S. Government will NOT offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 3. This procurement shall utilize a Two Phase Design-Build Source Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Build contract for the project entitled INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC),Regular MACC, FOR DESIGN-BID-BUILD (DBB) AND DESIGN-BUILD (DB) CONSTRUCTION PROJECTS AT VARIOUS U.S. GOVERNMENT INSTALLATIONS, OKINAWA PREFECTURE, JAPAN. Projects include various repairs, alteration, construction and demolition work to shore facilities. 4. The scope of work may include, but is not limited to, office renovation, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos containing material, welding and masonry. The Contractor may be provided full-blown plans and specifications, sketches, no design, or may be required to do design-build. Depending on the work to be accomplished on each task order, additional prescriptive Unified Facilities Guide of Specifications (UFGS) will be added to each task order. 5. Phase One evaluation will result in the selection of a maximum of ten (10) most highly qualified Offerors, who will be requested to submit proposals in Phase Two of the solicitation. 6. The Government intends to award no more than six (6) IDIQ MACCs. The contract term will be a base period of one (1) year plus four (4) one-year option periods. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is 500,000 per contract. The Not-To-Exceed amount for the life of all the contract awards combined, including options, is $99,000,000. Typically task orders will have an estimated construction cost between 15,000,000 to 400,000,000. 7. There will be one (1) seed project included in this solicitation. The scope of work for this project includes the install of a complete pool heating system including new housing for the new boiler house. New housing shall be constructed of reinforced concrete and provided with connecting access road and maintenance vehicle parking areas. Automatic pool covers shall also be provided. The total contract completion period is 270 calendar days after the date of contract award. Areas affected by repair/construction shall be in compliance with applicable ATFP, Fire Suppression, Seismic, Accessibility and standards as required upon completion of the project. Sustainable design shall be integrated into the design, development and construction of the project in accordance with Executive Order 13123 and other directives. All products, materials and equipment shall meet ENERGY STAR rating or the equivalent Japanese system. The Japan Environmental Governing Standards (JEGS) shall be followed for any site removal and restoration work asbestos removal, lead-based paint, storm drainage run-off, etc. 8. Per FAR 36.204, the magnitude of the Seed Project is between 500,000 and 1,000,000. 9. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 10. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or approximately 22 December 2014. Hard copies will not be provided. It is the contractor s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. 10. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
