Description
The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management (OAAM), on behalf of the Biomolecular Measurement Division (BMD) within the Material Measurement Laboratory (MML), intends to enter into a sole source purchase order with Bioinformatics Solutions Inc. of Ontario, Canada under the authority of 41 USA 253(c)(1) - only one responsible source for PEAKS Studio Desktop7 mass spectra analysis software, software training, and software maintenance for a base period of one year up to four one-year option periods. The BMD is responsible for the development of peptide tandem mass spectral libraries. These libraries are constructed by searching hundreds of millions of mass spectra against theoretical fragmentation patterns derived from protein sequences. The theoretical matches are then refined to produce high-quality reference spectra for on-line distribution. NIST has successfully used multiple technologies for the evaluation of protein mass spectra including software systems developed at NIST and publicly available software platforms such as Open Mass Spectrometry Search Algorithm (OMSSA), Mascot Search Engine, and MS-GF+. Basis for Sole Source: The aforementioned PEAKS software examines mass spectral data to identify sequence tags, finding mass values corresponding to amino acids or post-translationally modified amino acids. This capability is unique to PEAKS Studio Dekstop7 and is not available from other software products. This capability is necessary for NIST to distinguish spectra derived from proteins. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers. The small business size standard is $38.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 4:00 p.m. Eastern Time on December 17, 2014 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
