- Description
- The Naval Air System Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC). The purpose of this action is for Non-Recurring Engineering (NRE) for design, implementation, and installation for MQ-4C Triton Unmanned Aircraft System (UAS) incorporation of a hot bench into the Navy Systems Integration Lab. The contract will include a separately-priced option that will perform concurrent NRE to incorporate a Multi-Function Active Sensor (MFAS) Radar emulator onto the hot bench. The hotbench will be installed at the Navy Systems Integration Lab (NSIL) at NAS Patuxent River. Northrop Grumman is the sole designer developer, and integrator of the Triton UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide the NRE and hardware required for these efforts within the program's cost and schedule constraints. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government.
