- The Department of Veterans Affairs, VISN 7 Network Contracting Activity, intends to award a sole source, firm fixed price contract with NetSmart Technology, Inc., 3500 Sunrise Way, Suite D-122, Great River, NY 11739 for Methadone Dispensing Software Licenses / Equipment. Location is the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30038. NAICS 511210 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The described items (see below) must match the current services in use at the Atlanta VA Medical Center and only NetSmart Technology can fulfill this requirement. Period of Performance shall be from January 1, 2015 - December 31, 2015. 1. Scilog Pumps with Bottle Cases 2. Electronic Signature Pad (Topaz Signature Gem) 3. Label Printers (Cognitive Advantage Plus) 4. Rack Server 5. Workstations 6. My Avatar AM- 10 User Licenses 7. Multi-server Cachà © Database: 11 User Licenses (10 user + 1 for the server) 8. Installation and Software Configuration 9. Virtualization Licenses & Subscription: vSphere Standard v5 x 2 CPU License 10. HL-7 Interface programs for the Avatar to CPRS applications 11. Annual Maintenance for the HL-7 Interface 12. Data Conversion- transfer data from the prior AMS version to the Avatar system 13. Training This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Quentin.Deloney@va.gov no later than December 10, 2014, 12pm EST. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
