Description
This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. A contract may not be awarded as a result of this sources sought announcement. The Mission and Installation Contracting Command-Fort Belvoir (MICC), on behalf of the Arlington National Cemetery (ANC), intends to purchase and install archival safe display cases for the artifacts stored in the Trophy Room of the Memorial Amphitheater. The contractor shall provide a capability statement that addresses how the vendors will provide the supplies, materials and equipment necessary to meet the government minimum requirements IAW with the following specifications: Two (2) Table Cases w/ Steel Legged Bases - size 36 quote mark wide x 18 quote mark deep; Base Hgt. @ 26 quote mark, Glass Hood Hgt. @ 12 quote mark ; Overall Hgt. @ 38 quote mark oDisplay cases shall feature frameless, full visibility construction for 5-sided viewing using clear white, laminated glass (safety glass/UV filtering),all fixtures and internal components must be archival safe, and include secure and hidden locking mechanism oGlass edges shall be precision ground, mitered and joined with a transparent silicone oGlass hoods shall be hinged and opened with a pair of pneumatic lifters (gas struts) concealed beneath the frame oCases shall be designed to be accessed by one person, without assistance or special mechanical or motorized equipment oDisplay base shall include a powder coated finish in metallic bronze oBase shall include levelers to adapt to uneven floor conditions oThe interior deck shall be removable, constructed of formaldehyde-free materials, wrapped in a standard natural linen fabric Desiccant may be stored beneath the interior deck Six (6) Table Cases w/ Flush Pedestal Bases - size 72 quote mark wide x 24 quote mark deep; Base Hgt. @ 32 quote mark, Glass Hood Hgt. @ 14 quote mark ; Overall Hgt. @ 46 quote mark oDisplay cases shall feature frameless, full visibility construction for 5-sided viewing using clear white, laminated glass (safety glass/UV filtering),all fixtures and internal components must be archival safe, and include secure and hidden locking mechanism oGlass edges shall be precision ground, mitered and joined with a transparent silicone oGlass hoods shall be hinged and opened with a pair of pneumatic lifters (gas struts) concealed beneath the frame oCases shall be designed to be accessed by one person, without assistance or special mechanical or motorized equipment oDisplay base shall include a powder coated finish in metallic bronze oBase shall include levelers to adapt to uneven floor conditions oThe interior deck shall be removable, constructed of formaldehyde-free materials, wrapped in a standard natural linen fabric Desiccant may be stored beneath the interior deck Two (2) Freestanding Case with hinged access door and LED Lighting with Adjustable Glass Shelves & Hardware- size 48 quote mark W x 24 quote mark D, Base = 6 quote mark ; Overall Height = 78 quote mark oFreestanding display case shall feature full visibility construction with clear white laminated glass (safety glass/UV filtering), all fixtures and internal components must be archival safe, and include secure and hidden locking mechanism oCase construction shall include one (1) hinged front panel and three (3) fixed glass sides and back oHinges shall be concealed behind colored area of the glazing oEspagnolette bolt shall lock in the lower and upper glass receiving profile. Delivery and Installation oShall deliver in components in order to bring into the building entry ways oShall install the display cases with one (1) representative and a crew of three (3) men for estimated 2 day installation oInstallation period and price shall include all labor, travel expenses, equipment, and tools required to set case in place and make ready for use oShall crate removal and disposal of packing materials is included oUpon completion, shall will review best practices and instruction on the operation of the display cases oIf required, shall make after-hours delivery and installation (M-F) All cases shall be archival quality oCriteria shall include quality of glass, highest amount of UV filtering, mitered joints versus butt-joined, and constructed of approved materials that are known to be safe for sensitive objects Cases shall be constructed of clear white, laminated glass (with low iron content). Cases shall be constructed of mitered glass-to-glass joint details as opposed to butt joined panel using applied seals or caulks (allows for repeated case opening and closing) Cases shall include secure and completely hidden locking mechanism All table cases shall include hinged glass hoods and open with a pair of pneumatic lifters (gas struts) concealed beneath the frame Table cases shall be designed to be accessed by one person, without assistance or special mechanical (or motorized) equipment Cases shall be shipped in components due to limited accessibility to Trophy Room and assembled on-site Cases shall meet specific size requirements (see above) Contractor shall guarantee availability of matching units, accessories or spare parts for a minimum of 15 years Contractor shall provide 2 year warrantee for all cases and installation work The Contractor shall comply with the Occupational Safety and Health Act (OSHA). The Contractor shall be responsible for ensuring adherence to all applicable State of Virginia and Federal rules and regulations along with ANC's Environmental Policy. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Packages must be submitted by 10:00AM, 10 December 2014. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 337215 with a size standard of 500 Employees are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above.
