X-Ray Seeking Sources Announcement Sources Sought Notice: Seeking Sources for X-ray Imaging Systems for Security Screening of Vehicles and Cargo Containers for Inclusion in Comparative Evaluation The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking Commercial-Off-The-Shelf (COTS) and near COTS X-ray Imaging Systems capable of screening wheeled vehicles and cargo containers for the detection of Improvised Explosive Devices (IEDs), IED components, and other threat items. A priority is placed on systems possessing material discrimination capabilities via dual energy x-ray sources or other methods. The purpose of this sources sought notice (SSN) is to learn about x-ray imaging systems for security x-ray screening of vehicles and cargo containers. The SSN solicits vendors' information that fully explains their existing technology features, capabilities, and performance. BACKGROUND: NSWC IHEODTD plans to select systems for inclusion in a comparative field test and evaluation to take place in the continental United States (CONUS). Ideally, these systems will allow antiterrorist/force protection/physical security personnel to effectively and reliably find IEDs, IED components and other threat items while inspecting or pre-screening vehicles for authorized entrance at military installations. Operational testing will be completed in a field environment. Test items imaged will consist of: test fixtures enabling the measurements of baseline capabilities (e.g. resolution, penetration, and material discrimination) and representative IEDs, IED components and other threat items. Systems will be evaluated according, but not limited, to the following performance parameters: • Image Resolution • Material Discrimination • Penetration Depth • Successful Threat Detection • Field of View A final report of findings from the test and evaluation will be published and will provide comparisons and recommendations as to the limitations, capabilities and utility of the systems with a focus on the utility that material discrimination capabilities provide. This report will only be made available to Department of Defense (DoD), federal agencies and other law enforcement agencies as needed for official use. This announcement serves to survey product availability. This announcement is NOT a formal solicitation, and is NOT an RFP. No direct contract awards will be made based on the outcome of the evaluation. This synopsis is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government. Our intent is to test technologically mature and market-ready equipment. Interested entities are encouraged to respond by providing their company name, points of contact, a technical description of five or fewer pages and one Quad Chart for each model (only one version per model) of their proposed X-ray imaging system.
