- Past Performance Form SF1442 Package including clauses, provisions, Statement of Work, and wage determinations The General Services Administration would like to have a new ceiling installed on the 1st and 2nd floors of the Ewing T. Kerr Federal Courthouse. The General Services Administration is initiating a firm-fixed price construction project for a new drop ceiling project in the Ewing T. Kerr Federal Courthouse, in Casper, Wyoming. Estimated Price Range: Between $25,000 and $100,000 NAICS Code and Title: 238310 - Drywall and Insulation Contractors Small Business Size Standard: $15.0 million Type of Set-Aside: THIS PROCUREMENT IS A 100% SET-ASIDE FOR SMALL BUSINESS FIRMS. Offers from large businesses will not be considered. Site Visit: Wednesday, December 10, 2014 @ 1:30 pm MST. It is highly recommended that interested parties attend the site visit. Proposals Due: Monday, December 22, 2014 @ 3:00 pm MST Solicitation and all amendments will be posted on FEDBIZOPPS. It is the offeror's responsibility to monitor the EPS site at www.fbo.gov for the release of any amendments. Procedures for Award: A solicitation will be issued requesting both written technical and price proposals. The Technical Proposal shall include the information on the offeror's experience and past performance on similar work. The Government will first evaluate price to determine the lowest through highest priced offers. The Government intends to evaluate the technical proposals of only the three lowest priced offers. The remaining technical proposals shall not be evaluated as to technical acceptability unless one of the three lowest price offers proves to be technically unacceptable. If one of the three lowest priced proposals proves to be technically unacceptable, then the fourth-lowest priced proposal will be evaluated for technical acceptability. This process will continue until the Government deems three proposals technically acceptable. Award will then be made to the lowest-priced, technically acceptable offeror. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. Security: Before employees are allowed to work on this project site, all personnel are required to pass a security check. Forms will be provided to the successful offeror after award. Elligible Offerors: All responsible small businesses may submit a proposal which shall be considered by the agency. To be eligible for award, contractor must be registered with the System for Award Management (SAM) at http://www.SAM.gov. Registration is free.
