Outreach and Maritime Program Officer Washington, DC Issuance Date: 12/03/2014 Closing Date: 01/02/2015 SOLICITATION NUMBER: PSC-15-009-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Criminal Justice Assistance and Partnership (INL/CAP) provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues globally. INL/CAP also assists INL in developing strategic partnerships with US state, county, municipal, and federal law enforcement agencies, to improve the quality and personnel of INL programs, and is adding domestic seaports to the roster or partner agencies. Criminal justice and maritime security assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime / corruption and promoting good governance. Currently, INL manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. Improving seaport security is a significant part of the INL's efforts to improve global border security and disrupt transnational criminal networks. Seaports are convergence points in the global supply chain for a wide variety of illegal activities such as drug transportation, migrant smuggling and human trafficking. These problems require a holistic criminal justice approach that addresses multiple stakeholder perspectives and incorporates an understanding of the complex global forces that drive the problem. Purpose The Outreach and Maritime Program Officer is expected to provide high-level guidance and assistance on a full range of outreach and partnership issues. The Officer will provide outreach, partnership support, and subject matter expertise assistance to INL, the Department of State, the interagency and partner organizations. The Officer is the central figure in developing strategic partnerships with maritime agencies, and in conducting outreach to academic institutions. S/he will represent INL with the U.S. interagency and justice sector entities to improve information sharing, advertise INL's work, build constituents, improve coordination, improve public diplomacy, and develop future partnerships. Relationship The Outreach and Maritime Program Officer will report to the INL/CAP Outreach and Partnership Team Leader who reports to the INL/CAP Deputy Director. Duties and Responsibilities Program Management • Serve as the lead program officer on INL's Seaport Partnership Program to develop partnerships with seaports in the United States to assist INL's border security and border control objectives. Develop and implement a maritime outreach and partnership plan. • Serve as INL's point person on the Global Shield Program working closely with colleagues in CT and other USG agencies. Coordinate directly with the World Customs Organization's (WCO). Prepare briefing papers, tracking progress, making recommendations, and attend meetings as needed. • Work with other INL program offices, International Organizations (IO), and the UN to aid in the preparation of packages nominating qualified U.S. candidates for UN vacancies. Tracks all vacancies, applications submitted and selections made. Coordinates closely with INL program offices, IO and appropriate UN colleagues to improve the process and ensure INL is submitting appropriate candidates. Works with qualified applicants to help them prepare their nomination packets for submission to the UN. Conducts reference checks on all applicants being considered for submission, as directed • Serve as the lead for INL/CAP's academic outreach efforts, including the Department's Diplomacy Lab, virtual fellows program and internships. • Support outreach activities as directed. Research/Analysis • Conduct research into countries/topics of interest as identified by the outreach team and analyzes this information for trends, best practices and important developments, including major incidents or reforms. • Provide subject matter expertise in drafting analytical reports, briefing materials, and technical and informational memoranda on specific subject matters as assigned. • Review and analyzes policy documents, often technical in nature, and prepares options and develops strategy for consideration by team leaders; • Participate in working groups, coordinates findings and summarizes information for senior staff. • Create and produce statistical charts to measure the impact of INL police, corrections and justice training in improving international capacities to conduct police, corrections, and justice operations. • Assist police, corrections and justice Advisors with conducting trend analyses resulting from the capture of data and key performance indicators. Office Management • Enhance the ability of the office to support overall mission requirements through performance of one or more of the following: o Use database or spreadsheet software to accurately enter, revise, sort, calculate, and retrieve data for standard reports; o Use graphics software to provide graphic symbols, charts, and graphs for viewgraphs or paper presentations; or o Use document scanning hardware and online document management software (e.g. Microsoft SharePoint) for document management, archiving, data tagging, and retrieval. • Transmit and receive documents and messages electronically accurately and promptly using a PC or a workstation • Support the office from an administrative standpoint as needed. • Assist the Office Director and Deputy Director with budget tracking, obligations, liquidations, etc. • Complete ARIBA training and support CAP staff with submitting ARIBA requests, as needed. Complexity: The work involves managing and providing technical expertise for various country assistance programs in INL, simultaneously. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. Scope and Effectiveness: The Outreach and Maritime Officer performs a broad range of tasks related to providing technical guidance and information to INL bureau staff regarding outreach and maritime efforts. Knowledge of development practices and approaches coupled with technical experience is necessary to help design well-conceived programs that produce viable results. The Outreach and Maritime Officer will be guided by the INL Program and Policy Guide, the Foreign Affairs Manual (FAM) and the Foreign Affairs Handbook (FAH). Minimum Qualifications • U.S. citizenship, able to obtain/maintain a State Department Secret security clearance. • A Bachelor's degree from an accredited institution in a related field. • A graduate degree with a specialization in seaport criminology. • Demonstrated experience establishing and maintaining effective relationships in the area of maritime and port security. • Demonstrated experience establishing and maintaining effective relationships with academia. • Excellent oral and written English communication skills. • Excellent interpersonal skills. • Excellent organizational skills and abilities. • Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times. • Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days. • Proficiency in computer and web-based applications including Microsoft Office Suite and Adobe Acrobat. Preferred Qualifications • Practical experience researching and conducting assessments of crime at seaports for at least two years. • Familiarity with project design and development, program evaluations, strategic planning and performance metrics. • Prior experience working with international organizations. • Knowledge of bilateral and multilateral organizations engaged in criminal justice reform efforts; • Experience working in different regions throughout the world. Evaluation Criteria Factor 1: Knowledge/Abilities (30 Points) Knowledge and ability to assess, develop, monitor and evaluate maritime assistance programs anywhere in the world. Demonstrated ability to provide subject matter expertise to INL program officers on a range of maritime topics in the criminal law field. Knowledge of maritime practices and implementing organizations. Familiarity with different maritime and port authority systems throughout the world. Factor 2: Liaison and Analysis (30 points) Ability to liaise with members of academia, associations, relevant USG agencies, external partners, and the international community for the purpose of identifying areas of mutual interest and furthering the outreach goals on behalf of INL. Successful track record of working in a team environment. Factor 3: Program Management (30 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend CAP's programs and policies. Ability to use program management tools, such as budgeting and tracking of data to further the mission of the CAP outreach program. Factor 4: Past Performance (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
