Description
This is a modification to the pre-solicitation notice posted on 31 October 2014. The Request for Proposal (RFP)/Solicitation to provide non-personal, healthcare housekeeping and related services in support of multiple Medical Treatment Facilities (MTFs) in the health service area of Carl R. Darnall Army Medical Center (CRDAMC) to include MTFs located in Fort Hood, TX; Copperas Cove, TX, and Killeen, TX. This acquisition is solicited as an 8(a) set-aside under other than full and open competition in accordance with FAR Subpart 6.204(a). The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. The agency proposes to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract under which Firm Fixed Price (FFP) task orders for healthcare housekeeping services will be issued. An IDIQ contract is the optimum contract type for this effort as an exact quantity and/or appropriate categorization of services (Type Ill, IV, V, etc.) cannot be determined on a MTF-specific, individual room basis at the time of contract award. The resultant FFP task orders issued against the IDIQ will clearly describe CRDAMC MTF-specific healthcare housekeeping requirements and services to be performed and provide for prices that will not be subject to any adjustment on the basis of the 8(a) contractor's cost experience in performing this contract. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). The solicitation and subsequent contract will include contract line items (CLINS) with 5-year ordering periods. The anticipated IDIQ contract will obligate the government to the minimum guarantee of $1,500.00 for post-award conference. The entire amount of the minimum guarantee will be obligated against FY 15 funds. Further obligations will arise as task orders are awarded and obligations will be charged to the fiscal year in which the order is placed. Healthcare housekeeping services are required for 60 months starting 1 July 2015 through 30 June 2020. All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. The square feet (SF) for cleaning of each MTF is varied; however, the estimated SF for CRDAMC MTFs is 1,663,626 SF. This solicitation will be available in electronic format only. The official access point to the solicitation is via the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. A pre-proposal conference and site visit is scheduled for 17 - 18 December 2014. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 9:00 am on Wednesday, December 17, 2014 at building 3600, room 0012. The pre-proposal conference duration is anticipated from 9:00 am to 12:00 pm and will consist of briefings from the Contracting Officer followed by site visits. The site visits' duration is anticipated from 4:00 pm to 9:00 pm, December 17 and 4:00 pm - 9:00 pm, December 18, 2014. Interested vendors shall provide the following information for representatives attending the pre-proposal conference: Name(s), company name, email address, phone number, business size standard, and event (site-visit, pre-proposal conference, or both). Interested parties must register with Ms. Katherine Perry by e-mail at katherine.i.perry.civ@mail.mil not later than 4:00 pm Central Standard Time, 11 December 2014. Prospective offerors are encouraged to attend both the pre-proposal conference and site visits. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Ms. Katherine Perry when requesting registration to ensure proper accommodations may be arranged. It is recommended to download the draft solicitation prior to attending the pre-proposal conference. Please submit questions regarding this solicitation in writing not later than 11 December, 2014 to Ms. Katherine Perry @ katherine.i.perry.civ@mail.mil. If you're driving a vehicle without a DoD vehicle registration sticker, you'll need to enter Fort Hood through the Bernie Beck Gate. Take the Fort Hood Main Gate exit off U.S. Hwy. 190 on the west side of Killeen. Temporary passes are available at the Marvin Leath Visitors Center. A state registration document for the vehicle, a valid state driver's license and proof of insurance will be required to drive on the installation. The Marvin Leath Visitor Control Center (bldg. 69012) is open 24 hours a day, 7 days a week. Due to the high number of vehicles entering this gate in the morning, please ensure adequate time to process through the Visitors Center (an average of 15-30 minute wait time).
