Description
This is not a solicitation announcement. This is a Sources Sought Synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), small, small disadvantage, veteran owned, women owned or service disabled veteran owned small business) relative to NAICS Code 541990. Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published in the Fedbizopps website. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought announcement. The Veterans Affairs, Network Contracting Office18 is seeking sources for a potential contractor to provide all the material, equipment, labor, and supervision necessary to inspect each medical gas system, existing medical vacuum, medical air, and oxygen, to include all compressor, valves, alarms, and end user ports within each system. The Contractor shall identify their capability to perform this service; provide information on being an authorized maintainer and how they plan to obtain proprietary parts and software. The intended contract period will be for a base year with the Government's option to extend up to four (4) years which is to begin on or about January 15, 2015. Response to this notice should include a capability statement along with the business size classification, company name, address, point of contact, size of business. Responses to this notice shall be e-mailed to the attention of Michael Rivera, Department of Veterans Affairs, and Network Contracting Office 18 at Michael.Rivera2@VA.GOV: Telephone responses will not be accepted. Responses must be received in writing no later than 5: 00 p.m. EST. 12/10/2014. This notice is to assist the VA in determining sources only. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this Sources Sought Synopsis, is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. If an Offeror proposes to use any subcontractors, joint ventures, or teaming arrangements, the Offeror shall include the percentage and type of work the subcontractor will accomplish to include their certifications. Any subcontractors, joint ventures, or teaming partners shall have the required certifications as described in the Sources sought notice. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
