Description
Brand Name or Equal to Elite and Evolis Microplate System Analyzers The Contractor shall provide initial equipment, at the price agreed to by the contract as identified in the delivery order within 30 days upon receipt of the contract but not until modifications to the current facility necessary to accommodate analyzers are complete. Place of delivery shall be identified in the contract. The 30 days does not apply if subsequent delivery orders are issued for the equipment. However, if no subsequent delivery orders are issued or if the equipment is no longer needed by the Government, the Contractor shall remove the equipment within a reasonable period of time. BACKGROUND: The mission of the Walter Reed Walter Reed Army Institute of Research (WRAIR) is to conduct biomedical research that is responsive to Department of Defense and U.S. Army requirements and delivers life saving products including knowledge, technology, and medical materiel that sustain the combat effectiveness of the war fighter. HIV Diagnostic and Reference Laboratory services entail the performance of tests on blood samples on applicants to Military service for the presence of Human Immunodeficiency Virus (HIV) using the Bio Rad HIV COMBO assay and Equipment. Preventive Maintenance: Equipment shall be used daily. Semi-annual inspections are required. Preventive maintenance shall consist of two (2) inspections per year. Preventive maintenance shall consist of cleaning, adjusting, lubricating, installing parts and keeping the machine in good mechanical working condition. Contractor shall be required to report within 24 hours of initial telephone notification or the next military duty day when unscheduled service is required. If repairs cannot be completed at that time, contractor shall promptly notify the Contracting Officer and/or the Contracting Officer's Representative (COR). The contractor will provide on-site training to a minimum of 4 key operators at no additional cost to the Government. MEC: Specimen and reagent mechanism that involves the use of a single independent pipette for each unique specimen and reagents; thus preventing cross contamination between specimens and/or reagent reservoirs. The mechanism can include a multiple channel, but must use a unique pipette. Must be capable of performing high volume testing, e.g., greater than 700 samples per analyzer run with the ability to continuously load specimens. Must employ fully automated, robotic processing from addition of diluents, samples, incubation, wash steps, and calculation of results with limited operator interaction. Must have the capability to interface with a variety of laboratory information systems. Power supply must include conditioner power source. Sampling system which auto-detects specimen volume integrity as well as loss of integrity of the pressure gradient for any independent pipette. Must not require plumbing or drainage system. Must be a FDA approved as Class III in vitro diagnostic device or instrument for conduct of a FDA approved 4th Generation HIV-1/HIV-2 screening test.
