Description
The U.S. Army Corps of Engineers, Japan Engineer District (JED) is performing a market survey for a Design-Bid-Build (D-B-B) Construction Project titled: FY15 Tactical Equipment Maintenance Facility, Sagami Depot, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. PROJECT DESCRIPTION Project Title: FY15 Tactical Equipment Maintenance Facility, Japan Project Location: U.S. Army Post located at Sagami Depot in the city of Sagamihara, Kanagawa Prefecture, Japan North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 1,000,000,000 YEN and 2,500,000,000 YEN (utilizing a 100 YEN to 1 U.S. dollar rate) Project scope includes all work to construct a standard design Tactical Equipment Maintenance Facility (18,360 SF) complex including vehicle wash facility (6,987 SF), organizational storage (3,570 SF), petroleum storage, hazardous waste storage and organizational vehicle parking. Supporting facilities include a site development, utilities and connections, lighting, paving, parking, storm drainage, underground detention vaults, oil/water separator, diesel fire pump with above ground tank, and landscaping. Facilities are steel metal building systems (MBS) with concrete slab to support vehicles. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY In order to adequately plan for this project's procurement, the Government requests the following information from interested firms: (1) Name of your company, address, phone number, email, and point of contact. (2) A statement of intent from your company, that should this project be formally solicited, you will submit a price proposal. (3) Statement of capability from your company, identifying applicable skills, experience, knowledge, past performance, and equipment required to perform this project. Limit this statement of capability to no more than two (2) pages in length. (4) Statement from your company regarding how an Invitation for Bid (IFB) solicitation would impact your planning and bid submission for this project (if any). IFB solicitation uses lowest price as the determining factor for award. Would this type of solicitation cause your company concern? (5) Statement from your company regarding how a Request for Proposal (RFP) solicitation would impact your planning and proposal submission for this project (if any). RFP solicitation uses technical acceptance (such as past performance, experience, etc) and price considerations for award. Would this type of solicitation cause your company concern? (6) The Government contemplates the use of OPTIONs for specific work elements. The Government anticipates an option availability of 180 days after contract award. Please provide a statement from your company regarding your concerns about holding your pricing in the contract for this long (if any). One of our primary goal as a construction agent for Japan is to better understand the marketplace and your submission for this sources sought will help us understand your concerns as it relates to this project.
