Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East is seeking qualified businesses to demonstrate their ability to perform the work described below. The work that may be performed is for non-personal services. NAVFAC Far East requires unique technical skills for training and support services using the utilities software solution program, Centralized and Integrated Reporting for the Comprehensive Utilities Information Tracking System (CIRCUITS). The scope of work is for the contractor to provide CIRCUITS Utilities Payable (UP) training and to perform a utility allocations audit for NAVFAC Far East as discussed below: 1) The contractor will be tasked with the development and implementation of a training course using the CIRCUITS UP module. The training will cover topics including, bill analysis for inbox bill entry and making changes; quality assurance activities for unit bill entry (KVAR, KVA, pf, etc.); invoice processing and the DWAS interface; accruals end of year - beginning of year transition; Service Point Data Elements roles; action for new utility account requests and the processes for the workflow items; add and change accounts, service providers, service points, inactivate accounts, close accounts and remove service points from accounts; work with accruals in DWAS and CIRCUITS; billing processes with current contractor and Network Information Service Center (NISC) group; procedures for crediting invoices and duplicate bills; ensuring that corrected bills are completed and accepted properly by all parties; accrual warnings and how to engage with it; bill validations; allocation accounts; correct CIRCUITS data; bill information and processes for detail report; DWAS interface and cancelled bills; end of year process; account management; multiple accounts for one service point and mapping problems. Training to be provided on CIRCUITS bill entry rights, with further training to be provided for the managers and the super user to ensure utility payables are validated and processed correctly. Classroom demonstration, samples and online exercises are highly needed and recommended to ensure accurate allocation. Also, trainer will provide the steps to using Utilities Payable for reference and new user information. At the same time, evaluate and develop plan to set-up CNRJ Direct pay invoices FE, CNRK/NRCS direct pay invoices FE, and limit data on UT coversheets to Heartland. 2) The contractor will perform utility allocation audits for NAVFAC Far East. The Utility Allocation (UA) Gap Analysis (GA) will compare current Far East Allocation Processing. GA will evaluate line loss methodologies and evaluate opportunity to set-up the ship connect module. Final Report to be provided upon completion of GA should identify gaps and recommend a plan of action to resolve discrepancies. It is anticipated that the training and audits can be performed by one (1) person. The contractor will provide training materials to facilitate understanding of the class, including online links and training CDs. Training will be conducted at a Government-furnished facility at the following locations: Commander Fleet Activities Yokosuka (CFAY), Yokosuka, Japan, Commander Fleet Activities Sasebo (CFAS), Sasebo, Japan, and Commander Fleet Activities Okinawa (CFAO), Okinawa, Japan. Contractor will need to make arrangements to travel directly to the training locations, including making arrangements for accomodations. Contractor personnel performing services under this requirement may be required to go through background screening or obtain a security clearance in order to obtain base access. The work will be accomplished under a Firm Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) Code for this procurement 541618, Other Management Consulting Service. SUBMITTAL REQUIREMENTS: Only a brief statement of qualifications (not to exceed five (5) pages) is requested at this time. At a minimum, provide the following information in your submittal: (A Company Profile to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) DUNS Number and CAGE Code. (B) Statement of Qualifications to include experience relative to this procurement, or any other information that clearly demonstrates your capabilities, expertise, and experience to perform the requirements.
