Solicitation Number: VA-241-15-Q-0063 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-15-Q-0063 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-77, 13 NOV 2014. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 813920, and the size standard is $14.0 million dollars. (v) This requirement consists of two (2) line items: 1.Planning and complete production of three issues of HSR&D's FORUM, a product/publication that targets topics of critical importance to VA and translates complex health services research findings and information into appropriate language and formats for VA policy makers and managers. This publication is aimed at sharing VA's research and experience with a broad cross-section of health services researchers and health care providers to maximize knowledge-sharing and improve health care. Complete production includes all phases of the: content editing, design, print and e-product, and the dissemination of the publication to VA managers and researchers and to the national community of non-VA professionals engaged in the production and use of health services research. 2.Developing and hosting special symposia on important health services research topics at the largest national annual health services research meeting and as important one or multi-day symposia that will bring together key health systems thinkers and VA health services researchers for discussion and debate. Collaborative planning and promotional activities for the symposia would result in a high level policy and clinical audience that could not be assembled otherwise. Consultation on other healthcare dissemination and implementation activities that will provide VA access to a national group of experts. Activities will be planned to enhance the penetration and uptake of VA health services research into practice and strengthen the stature of the VA/HSR&D community of researchers. Vendor is responsible for the complete national annual health services research meeting including logistics, venue, planning and facilitation of the meeting. 3.The contract will be awarded as a Firm fixed price, base and four option year contract. (vi) The following performance work statement lays out a more detailed description of the publication specifics and symposia: PROJECT OVERVIEW VA Health Services Research and Development Service's (HSR&D) Center for Information Dissemination and Education Resources (CIDER) is charged with disseminating important findings and information from HSR&D to VA policymakers, managers, clinicians and researchers as well as the larger national health care community with the goal of improving the cost, quality, and outcomes of healthcare to our Veterans and the nation. CIDER utilizes numerous dissemination tools and activities to accomplish this important work. To expand the reach, visibility, and uptake of findings into clinical practice, CIDER will collaborate with the nation's largest professional organization for the field of health services research that brings together researchers, policymakers, and healthcare providers to examine emerging research issues critical to the quality, utilization, organization, financing, and management of health services. A. GENERAL INFORMATION 1.Title of Project: Consultation, planning, and implementation of dissemination activities for VA HSR&D research. 2.Scope of Work: oPlanning and production of three issues of HSR&D's FORUM, a product that targets topics of critical importance to VA and translates complex health services research findings and information into appropriate language and formats for VA policy makers and managers. This publication is aimed at sharing VA's research and experience with a broad cross-section of health services researchers and health care providers to maximize knowledge-sharing and improve health care. It requires specific health services research expertise and a professional network that the contractor must be uniquely qualified to provide as a preeminent professional society for health services researchers and health policy analysts. VA is seen as a leader for many other health systems in the area of health services research, and access to expertise to collaboratively plan and develop FORUM and to the professional society membership for promotion and dissemination is essential to VA's role as a healthcare system leader that both learns from others and shares its expertise with the nation. oDeveloping and implementing special symposia on important health services research topics that will bring together key health systems thinkers and VA health services researchers for discussion and debate. Collaborative planning and promotional activities through the professional society of health services researchers for the symposia would result in a high level policy and clinical audience that could not be assembled otherwise. oConsultation on other healthcare dissemination and implementation activities that will provide VA access to a national group of experts. Activities will be planned to enhance the penetration and uptake of VA health services research into practice and strengthen the visibility and stature of VA/HSR&D researchers within the larger health services research community. o 3.Performance Period: Will be one year from date of award with four one year option periods. 4.Managing Agency: The VA HSR&D Center for Information Dissemination and Education Resources (CIDER) is the managing organization with the Department of Veterans Affairs for this project. The Director, HSR&D CIDER, in consultation with the delegated Contracting Officer's Representative (COR), shall be the contractor's principal point of contact regarding the execution of the contract's requirements. B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below on a yearly basis for base year and option years. Deliverable 1: Work Plan - The contractor shall provide to the CIDER staff a detailed work plan and briefing which presents the contractor's plan for completing the project. The contractor's plan shall be responsive to this SOW and describe, in further detail, the topic development process for each of the three selected issues as well as plans for developing, promoting, and implementing special symposia/workshops and other dissemination activities. The work plan shall include timeframes for each activity which will serve as a schedule to guarantee the completion of all tasks annually. Deliverable 2: FORUM - Planning and facilitation of a Planning Board meeting to be held in Washington DC to select topics, authors, and timeline for three issues of FORUM. The contractor shall provide health services research expertise to facilitate the meeting, flesh out the topics, and plan the issues. CIDER staff will review and make the final selection of topics for the three issues and present them to the contractor. Deliverable 3: Symposia and Dissemination Consultation: Planning special VA health services research symposia/workshops and implementation of same at largest national health services research meeting, and other dissemination activities targeted at national VA and non-VA audiences. Specialized consultation on dissemination and implementation strategies that accelerate moving research into practice, and result in evidence-based care being implemented into routine clinical care, thereby improving healthcare for Veterans and the nation. Deliverable 4: Completion of Tasks - The contractor shall provide all necessary resources of a health services research national professional organization to generate content for FORUM, expertise in translating health services research findings for consumption and national uptake by targeted VA senior leaders, policymakers, and clinicians to ensure evidence-based decisions, and dissemination of the publication to VA managers, VA researchers, and to the national community of non-VA professionals engaged in the production and use of health services research. The contractor shall provide all necessary resources of a health services research national professional organization to plan, promote, and implement special research symposia/workshops and other dissemination activities that expand the reach of VA research to broad VA and non-VA audiences throughout the year. C. SCHEDULE OF DELIVERABLES 1.The contractor's detailed work plan dates will serve as the schedule of delivery for each deliverable specified. D. REPORTING REQUIREMENTS 1.The contractor shall provide CIDER with a written progress report every four months due on the last Friday of January, May, and September. 2.The progress report shall cover all work completed during the preceding period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify and explain any problems that have arisen but have not been completely resolved. E. GOVERNMENT RESPONSIBILITIES Government shall provide information to help develop designated topics and shall make available appropriate VA contacts as required by the work plan. The government shall complete and release required reviews and approvals in a timely manner and in accordance with the work plan. (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda: FAR 52.216-1, 52.233-2, VAAR 852.233-70, 852.233-71, 852.270-1, 852.273-74. (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical capability of the item offered to meet the Government requirement: a. Management Approach: Provide a short, written plan that addresses quality control procedures that would be used on this contract. The narrative should also outline the overall plan to complete all of the requirements found in the performance work statement in section V of this document and illustrate a good understanding of the work required. b. Scope: Contractor should clearly describe the capacity for dissemination and targeted promotion/distribution. Contractor shall clearly indicate the ability to reach the national health service community in government, academic, and public and private healthcare systems on all tasks described herein. (ii)Price: a. Pricing should be submitted as a separate cost line item for the complete production of the FORUM publication and for symposia/workshops and dissemination consultation. Price shall be submitted on the price/cost schedule document attached to this form. b. The symposia/workshops may or may not be renewed with each option year based on needs of the government. (iii)Past Performance: a. Contractor shall attach three completed past performance questionnaires to their quotes. Questionnaires are attached to the back of this document. b. Past performance will be evaluated from a PPIRS inquiry, the completed past performance worksheets and the contracting officer's knowledge of and previous experience with the supply or service being acquired. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. UnacceptableBased on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. Technical and past performance when combined, is significantly more important than price.
