- Phrase 'Data Center Hosting Services' changed to 'CIO Consulting Services.' The U.S. Office of Personnel Management (OPM) is issuing this Small Business Sources Sought Notice for informational and planning purposes only. This notice should not be construed as a solicitation notice or as an obligation of commitment by the Government. The sole intent of this notice is for Market Research. OPM is conducting a market survey to determine the availability and technical capabilities of qualified small businesses (SB), small disadvantaged businesses (SDB), woman-owned small businesses (WOSB), historically underutilized business zone small businesses (HUBZone) and service disabled veteran-owned small businesses (SDVOSB) capable of providing CIO Consulting Services as identified below and in the attached DRAFT Statement of Objectives. Responses to this Request for Information will assist the Government in determining an appropriate acquisition strategy and if set-aside options are possible. THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION EXISTS AT THIS TIME. OPM is a federal agency engaged in Federal Human Resources (HR) management activities, ranging from HR policy to delivery of HR IT services in support of OPM's mission. OPM operates a robust and complex network infrastructure. Additionally, OPM has numerous legacy business systems on a modern mainframe and a complex server based environment with a mixture of legacy and new development applications. OPM expects to utilize situational-based analysis of IT technology and analytical support in formulating approaches for decisions, identifying key drivers of requirements, cost, cost apportionment, service delivery, milestone setting, program review methodologies, and benchmarking of IT cost estimating in various technology areas (hardware, software, cloud services, etc.) and management areas (organization structure and optimization, staffing requirements, federal and contractor support ratios, etc.). Specific requirements are provided in the attached DRAFT Statement of Objectives (SOO). Interested SB, SDB, WOSB, HUBZone and SDVOSB concerns responding to the sources sought notice must submit a capability statement clearly demonstrating your firm's ability to fulfill the Government's requirements as identified in the DRAFT SOO. The capability statement must contain sufficient detail for the Government to make an informed decision regarding your capabilities. The capability statement must identify the firm's small business type and size for NAICS Code 541618, company name and company address, point of contact, phone, and email address. Capability statements must be submitted by email in PDF format. Email capability statements to the attention of Shannon Kennedy at Shannon.Kennedy@opm.gov. Please reference the notice number, OPM3215S0001, in the subject line. All capability statements must be submitted electronically no later than 12:00 pm Eastern Time on Tuesday, December 8, 2014. TELEPHONE REQUESTS WILL NOT BE ACCEPTED. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the responses. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any firm responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the respondent's qualifications and capabilities to perform the services/facilities described in the attached DRAFT SOO. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your capability statement. After review of the information received, a solicitation may be published in the Federal Business Opportunities (FBO). A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Government Contracting Officer.
