Description
a. This is a Sources Sought Synopsis announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. b. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. c. Description of Project: The U.S. Army Corps of Engineers, Europe District (CENAU) anticipates to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Remediation Services Contract in support of spill assessments, remedial actions from Site Investigation to Long Term Management, contamination mitigation and environmental expertise projects, to be procured in accordance with Federal Acquisition Regulation Part 16.5. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Under these planned contracts, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment and incidental services required to execute and document spill assessments, remedial actions from Site Investigation to Long Term Management, contamination mitigation and environmental projects at DoD facilities. Examples of remediation work to be performed under this contract shall include but not limited to: Surveys, assessments, and plans: a.Performing environmental assessments and surveys. b.Performing reconnaissance (site surveys) to determine the extent of work required. c.Preparing work plans, quality control plans, quality assurance plans, and health and safety plans for such work d.Consulting, providing recommendations and reporting remediation results. e.Developing base line, remedial measures of success and results against those measures. f.Sampling and analytical testing of sediment and soil, and rock borings for chemical and geotechnical pa-rameters. g.Sampling and analytical testing of ground and surface water, air, soil, or other contaminated media. h.Characterizing and disposing of soil/debris from erosion control projects, dredging or contaminated sites, and others. i.RI/FS with reports written in technical English and Host Nation language j.Design analysis, decision documents, and design prepared using technical English; k.Groundwater modeling, fate and transport analyses, or other technologies; In situ/ex situ cleanup l.Monitoring natural attenuation implementation m.Installing and operating/maintaining pump and treat groundwater systems (to include reports, Host Nation consultation, trend analyses, system optimization) n.Installing and operating/maintaining remedial injection systems (to include reports, Host Nation consulta-tion, trend analyses, system optimization); o.Removing and/or disposing of contaminated media p.Installing and operating/maintaining air sparging or vapor extracting systems (to include reports, Host Nation consultation, trend analyses, system optimization) q.Treatability studies, evaluation of engineering controls; various pump tests/pilot tests; r.Any other state of the art remediation systems (to include reports, Host Nation consultation, trend analyses, system optimization) Other Mitigation and Environmental Services s.Emergency Spill Response and Assessment of spill areas immediately following a incident t.Protecting/repairing eroded (or potentially eroding) areas u.Conducting topographic surveys and other elevation and location measurements v.Removing/Mitigating Asbestos, Lead and radon w.Non-hazardous, toxic, chemical, and radioactive environmental projects x.Remedial Action Operation or Long Term Monitoring y.Conducting site surveys, evaluations and removals of Unexploded Ordinance (UXO) These contracts may be used to support U.S. Army Europe installation and/or other U.S. Government Agency requirements in Germany, Belgium, The Netherlands, Italy, Romania, Georgia, Ukraine, Hungary, Bulgaria, Czech Republic, Slovenia, Estonia, Lithuania, Latvia, Turkey, Kosovo, Bosnia-Herzogovenia, and Serbia. This list is not all inclusive. It is estimated that the bulk of the work will take place in Germany. It is also anticipated that work will be grouped as follows: 1.Germany, Poland 2.Belgium, The Netherlands 3.Italy 4.Romania, Georgia, Ukraine, Hungary, Bulgaria, Czech Republic, Slovenia, Estonia, Lithuania, Latvia, Turkey, Kosovo, Bosnia-Herzogovenia, and Serbia Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. d. The contracts will include a base year and four (4) option years. The contemplated value is $9,999,999 for base year and each option year with a contract value capacity of $49,999,999.00. Work will be issued by negotiated firm-fixed price task orders not to exceed these maximum limits. e. Anticipated Award Date: The contract(s) are anticipated to be awarded in 3rd Qtr FY15. Responding to Sources Sought a. Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information: Offeror's names, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Offeror's interest in participating on the solicitation when it is issued. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute remediation and Contaminant Mitigation services, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. Offeror's should include information on their willingness and ability to do work in each country. Offerors shall either have the in-house capability to work in most of the countries noted above, or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work.
