SMALL BUSINESS EVENT - ‘UNDERSTANDING THE DEFENSE CONTRACT AUDIT AGENCY (DCAA) PROCESS WORKSHOP SERIES' WORKSHOP NO. #4 Solicitation Number: 15-SN-0006 Notice Type: Special Notice Synopsis: The Office of Naval Research (ONR) Office of Small Business Programs (OSBP), and DCAA Office of Audit Liaison have teamed together to host a series of workshops to assist Washington D.C. Metro Area Small Businesses. These workshops are designed to assist Small Businesses in different financial aspects of government contracting. The following topics will be addressed during Workshop Number #4: *INCURRED COST SUBMISSIONS - The presentation will provide an overview of the requirements for submitting annual incurred cost submissions to the Government. The training will focus on the due date requirements for the annual submission and what constitutes a delinquent submission. Participants will learn about the DCAA Incurred Cost Adequacy review process and the required schedules to be included within the incurred cost submission. The DCAA Incurred Cost Electronically (ICE) model that provides contractors with a standard user-friendly electronic package to assist in preparing timely and adequate incurred cost submissions will be covered as well. The presentation will also cover common deficiencies that may be identified within the incurred cost submissions. *MONITORING SUBCONTRACTS - The presentation will provide an overview of what a contractor should know about subcontracting: subcontract selection, subcontracting requirements, and the responsibilities of the prime contractor. The applicable Federal Acquisition Regulation (FAR) requirements will be discussed as well as the business systems involved with monitoring subcontracts. Participants will learn what information is required to be submitted with the annual incurred cost submission and what the subcontractor will need to provide to the prime. Finally, common deficiencies and frequently asked questions will be provided. *PROVISIONIAL BILLING RATES - The presentation will provide an overview of provisional billing rates (PBR). The purpose of PBR's will be discussed along with the procedures for establishing the rates. Participants will learn when the PBR's should be submitted and the types of information that should be included in the PBR proposal. The importance of billing rate monitoring will be emphasized along with common deficiencies that can occur when utilizing provisional rates. The presentation will also cover example procedures that DCAA may perform when reviewing the rates. ABOUT THIS WORKSHOP These workshops will provide targeted information to vendors and Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) contract holders within the Washington D.C., Maryland, and Virginia commuting area to assist with audit issues that relate to the Small Business community. Small Businesses are encouraged to attend this or other future Workshops so that they may be able to better understand and navigate through the DCAA audit process. At the end of the workshop(s) attendees should gain better insight about pursuing approved cost accounting systems which will position companies to submit compliant cost proposals.
