- This is a SOURCES SOUGHT SYNOPSIS for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for the biological offshore borrow area investigations. The intent of this synopsis is to access industry's small business concerns (including 8(a), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB)), and all small businesses under the size standard, capability and interest in performing biological offshore borrow area investigations. The project involves biological offshore borrow area investigations and threaten and endangered (T&E) species monitoring along the cost of Long Island. Majority of this work will take place between spring and fall of any calendar year. The work would include benthic grabs with a Smith-mac, Acoustic Mapping, offshore otter-trawls, VR2W receivers for tagged fish, grain size, Surf Clam surveys and benthic analysis which would include cores samples to identify infill rates and type of sediments of the borrow areas. The T&E work would consist of monitoring piping plover and seabeach amaranth along the Atlantic coast of Long Island, documenting their productivity, location and habitats usage. The T&E work will also involve monitoring percent coverage of vegetation along the dune line as well as de-vegetating these areas to achieve a less than 25% cover in certain locations. Contractors must have preformed this type of work for the USACE or other government agency within the past three years. The anticipated North American Industry Classification System (NAICS) code for this program is 541620, Environmental Consulting Services; and a Business Size Standard of $15 Million. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The market research survey seeks to identify industry's experience, past performance, and capabilities to execute this project. Interested Offerors shall respond to this Sources Sought Synopsis to include the following: (1) Identification and verification of the company as an SBA certified 8(a) firm, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for NAICS Code 541620. (2) A CAGE Code and/or DUNS Number. (3) Indication of relevant past experience through the description of at least two (2) projects completed within the last 5 years; which are similar in scope, size complexity & magnitude. All work provided under these contracts will occur in the State of New York. At this time, it is the intent of the New York District Corps of Engineers to award a single contract to a qualified firm. Offerors responding to this Market Research Synopsis shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on 16 DEC 2014.
