- NASA/GRC has a requirement for one (1) each: a 72 GHz Dual Downconverter and Level Reference Signal Source for use in a 72 GHz satellite beacon receiver.The beacon receiver will be used to study atmospheric effects of propagation of radio waves at extremely high frequencies. The downconverter section is used to change the frequency of the received signal from the extremely high frequency to a lower frequency, where the signal characteristics can be analyzed. The level reference source will be used to calibrate out the effects of temperature and age drift. NASA/GRC intends to purchase the items from Quinstar Technology, Incorporated, 24085 Garnier St., Torrance, CA 90505. The 72 GHz Dual Downconverter and Level Reference Signal Source are required to interface to existing 72 GHz hardware (the Receiver front end) at several ports.The existing hardware was manufactured by QuinStar and the mechanical dimensional tolerances involved in making all the components interface properly are less than a fraction of a millimeter. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures put forth in FAR Part 13. The Sole Source is under the authority of FAR reference 12.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 8, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
