- SCOPE OF WORK ID#: WS-100-68 THIS IS A SUBCONTRACTING OPPORTUNITY WITH Woodstock Job Corps Center/ADAMS AND ASSOCIATES, INC. and not with the U.S. Department of Labor. INVITATION TO BID DRIVERS EDUCATION Adams and Associates, Inc., contracting for the U.S. Department of Labor, for the operation of the Woodstock Job Corps Center, a 428 student residential training facility located at 10900 Old Court Road, Woodstock, Maryland 21163. We are currently soliciting written bids for on-site Drivers Education. The period of performance for this subcontract is February 1, 2015 through January 31, 2016. Written quotes should include cost price per student for the following time period: February 1, 2015 through January 31, 2016. All written bids should be submitted in writing to DeNora Brown, Purchasing Agent no later than December 8, 2014 by COB 5:00 p.m. EST. Scope of Work Contractor: Provided on-The Road Driver Instruction for Woodstock Job Corps center Students in accordance with the Curriculum and requirements of the Maryland Department of Motor Vehicles. Ensure that instruction is in accordance with the requirement of the USDOL contracts, the Policy and Requirement Handbook (PRH), and centers standard operating procedures and handbook, utilization Job Corps Developed curriculum and program instruction and training achievement records. Ensure that instruction incorporates a process of self-paced, open-entry/open-exit format learning and is structured as Classroom and Driving instruction. Ensure that student complete a minimum of 30 hours of classroom instruction and 8 hours of behind the wheel practice and are, in the contractor's opinion, competent to obtain driver Maryland Driver License. Document and maintain the student's permanent record, including date of entry, date of completion of classroom training and Date of behind the wheel training and provided monthly report of all students participating in the program and their status. Maintain a professional, safe instructional environment in the classroom, which includes standards of dress for both student and Contractor instructor and classroom appearance, organization and cleanliness. All required Center and OSHA safety standards, guidelines, policies and regulation shall be adhered to and maintained at all times. The Contractor will be responsible for the safety and security of any center provided equipment. Any required repairs will be reported to the Deputy Center Director. Provide a qualified instructor, or substitute instructor for classroom instruction, or behind the wheel training. The Deputy Center Director will provide direct oversight and supervision of this Subcontract, which will include evaluation of subcontractor's performance. Ensure that the driver instruction program is available to be conducted during the contract year. Ensuring that a minimum of 10 students complete 30 hours of classroom instruction and 8 hours behind the wheel training during that instruction period. Provide all instructional materials and supplies necessary to carry out the curriculum as required by the Maryland Department of Motor Vehicles and the subcontractor and Center agrees to supply the appropriate classroom space and necessary equipment. Contractor will be responsible to take qualified students (a valid Permit, 8 hours of behind wheel, and 30 hours of classroom instruction) to Maryland (DMV) for Driver's license. Center: Equipped classroom and Training facilities at the Woodstock Job Corps Center to be utilized by the Contractor. Orientation for the instructor in all Woodstock Job Corps Center procedures and requirements. Staff support for the instructor in the administration, supervision and counseling of students. By the 1 st day of every month, a schedule of the Contractor showing the hours and days of the following class that the contractor provide Drivers instruction and driving training. Payment of all student fees for learner's Permits, Testing, and Driver's License. Adams and Associates, Inc. reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly.
