Description
The Pacific Regional Contracting Office (PRCO) Korea Cell at 121st Combat Support Hospital (CSH)/Brian Allgood Army Hospital (BAACH) intends to award a firm-fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) Supply Contract for Reagents with Clinical Chemistry Analyzers. This requirement is for a period of performance from 26 January 2015 through 30 September 2015 (Base and 4 Option Periods). This IDIQ firm-fixed price contract for the supplies, in the form of reagents will be purchased in varying quantities. The Contractor shall provide the non-personal services of equipment installation, operational and technical training, and correlation studies for the clinical chemistry and immunology analyzer with reagents. The testing can be performed on one analyzer or two separate analyzers at 121st CSH/BAACH which shall contribute to a stable workforce tasked with providing quality health care services to a diverse beneficiary population. The Contractor shall provide all reagent, equipment, material, and personnel and any other items and services to perform clinical laboratory testing services as defined in this performance work statement for the Department of Pathology, 121st CSH/BAACH, Yongsan Garrison, Seoul, Korea. The Contractor is required to provide new state of the art equipment. Discontinued models are not acceptable. The Contractor will provide all upgrades to the equipment hardware and operating system software without additional charge to the Government. These enhancements to the equipment shall be delivered to the Government site and be installed by the Contractor within 60 days of their issuance date of first commercial availability. The Contractor shall provide new or updates for user manuals when changes are made. New and refurbished parts must be certified and documented to meet OEM (Original Equipment Manufacturers) specifications. The Contractor will furnish and install all manufacturers Mandatory modifications and apply recalls by FDA and must comply with specified lubrications, cleaning (other than operators), calibrations, replacement parts IAW OEM specifications. The Contractor shall provide preventive maintenance (PM) services in accordance with the manufactures recommendations to include lubrications, cleaning (other than operators), calibrations, parts replacement, and unlimited repairs. The Contractor shall provide all tools, parts and labor required to perform Preventive Maintenance Checks and Services (PMCS), to be scheduled as required or needed for chemistry analyzer and all related components. The scheduled service shall include labor, travel, inspection, replacement of parts, quality control and calibration to maintain the equipment and associated components under this contract in a continuous working state. The Contractor will provide an estimate of yearly quantities of reagent packs, calibrators/standards and quality control materials required to perform the volume of patient reportable tests. The calculation shall take into consideration troubleshooting of out-of-control assays and dilutions when calculating annual requirements. The Contractor or his designated representative shall provide all labor, parts, tools, travel, diagnostic equipment, etc, necessary to perform equipment implementation and correlation studies for the clinical chemistry and immunology analyzer platform located in the Pathology Core Laboratory, 121st CSH/BAACH.
