- USAID Oceans - SOL-486-14-000024 The United States Agency for International Development’s (USAID) Regional Development Mission for Asia (RDMA), Regional Environment Office (REO) is seeking to provide technical assistance, services and goods towards the implementation of "The Oceans and Fisheries Partnership", henceforth referred to as the "the Activity" or "USAID Oceans". The goal of the five-year Activity is to strengthen regional cooperation for sustainable and legal management and trade of natural resources in Asia. The purpose is to increase the ability of regional fisheries organizations to conserve marine biodiversity and combat IUU fishing in the Asia-Pacific region. The sub-purpose of this proposed Activity is to improve fisheries management standards through integration of conservation and fisheries management in at least eight countries in the Asia-Pacific region by 2020. The Activity directly supports the highest level priorities and goals of the Association of Southeast Asian Nations (ASEAN) – Southeast Asian Fisheries Development Center (SEAFDEC) Strategic Partnership Strategic Partnership (ASSP), Regional Plan of Action to Combat Illegal, Unreported and Unregulated Fishing (RPOA-IUU), the Coral Triangle Initiative for Coral Reefs, Fisheries and Food Security (CTI-CFF), and the United States Government (USG) by focusing on combating IUU fishing and seafood fraud, promoting biodiversity conservation, and improving food security through the Ecosystems Approach to Fisheries Management (EAFM) and a regional catch documentation and traceability (CDT) system for living marine resources. This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. Offerors must also carefully review Section M - Evaluation Criteria. Sections B through I of the solicitation will become a substantive part of the anticipated contract with blanks to be completed by the Contracting Officer upon award. Section K - Representations, Certifications and Acknowledgements must be filled out in full. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals. This RFP can be viewed and downloaded from www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded this solicitation.
