- NASA/GRC has a requirement for the following items: - Service agreement for JEOL JXA-8200 Scanning Electron Microprobe - Spare parts NASA/GRC intends to purchase service/items from JEOL USA, Inc. 11 Dearborn Road, PO Box 6043 Peabody, MA 01960-6043. The microprobe and previous service agreements were originally purchased from this vendor in 2003. Only JEOL trained service personnel can properly service, align, and calibrate the intricate systems that provide critical operational parameters and accurate analysis. Improper maintenance and repair could cause extended down-time with a negative and costly impact to NASA programs. No other vendor can provide this support. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 16, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
