Description
The Missile Defense Agency (MDA) intends to award a contract modification to Lockheed Martin Missiles and Fire Control (LMMFC) for production of THAAD Interceptors. This consists of a range of 12-38 interceptors, per Fiscal Year (FY), for FY 16 (base) and FY17 (priced option). The THAAD Interceptor is a key subsystem of the THAAD Weapon System. The THAAD Weapon System provides Combatant Commanders with a rapidly-deployable ground-based missile defense system that deepens, extends and complements the Ballistic Missile Defense System. THAAD provides unique and cost-effective capabilities to defend against short- and medium-range ballistic missiles, provide high firepower and sustainability for resistance to simultaneous attack by multiple tactical ballistic missiles, endo and exoatmospheric intercept capability, and a high lethality with proven hit-to-kill. THAAD is a highly-mobile and transportable weapon system and is interoperable with other Ballistic Missile Defense systems. Authority permitting other than Full and Open Competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." LMMFC is the only responsible source that can satisfy the Government's requirement for continued production of THAAD Interceptors without substantial duplication of cost or unacceptable delays in fulfilling the agency's requirements. Contract Award is planned for the second quarter of Fiscal Year 2016. The anticipated period of performance is 31 months each, for both the base and priced option. This is a notice of intent to award a contract using other than Full and Open Competition. This is not a request for proposals or quotations. A technical data package is not available.
